Both flats have been cleaned. In the first one the buyer can tell - lemon floor cleaner, a wipe of bleach from the bathroom, the ghost of a room spray in the hall. In the second one they cannot tell anything, except that the place feels expensive. The gap between those two properties is not a better fragrance. It is the difference between a smell that dates itself and a smell that has no date at all.
Quick answers — read this first
What is the difference between a home that smells clean and one that smells expensive? Timing and evidence. A flat that smells clean smells of a recent event: phenyl, lemon floor cleaner, bleach, a spray discharged in the hall. All of those tell a buyer that somebody was here with a bucket forty minutes ago, which is a fact about the preparation rather than about the property - and it quietly raises the question of what the flat smelled like before that person arrived. A flat that smells expensive has no event in it. The air is dry, even, low, consistent from the door to the far bedroom, and gives no clue about when anything was last done. Why do cleaning products make a property smell cheaper rather than cleaner? Because they are recognisable, they spike and fade, and they arrive in the wrong order. It also sits at the top of the smell and vanishes within a couple of hours, which means the flat smells like three different places across a Saturday of back-to-back viewings. That sequence alone moves a listing from smelling recently-cleaned to smelling unremarkable, which is already most of the target. This is the part brokers rarely articulate but buyers process instantly. Cleaning smells decay on a known curve and everybody has an intuitive reading of them: fresh phenyl means the last forty minutes, a faint phenyl means this morning, bleach in the bathroom means somebody did the bathrooms specifically. A buyer walking into that is not receiving information about the property. They are receiving information about the preparation - that the flat was in a state that required preparation, and that the preparation happened close enough to their arrival to still be audible. In a premium sale that is a small but real cost. It shifts the buyer from evaluating an asset to evaluating a performance, and it does so in the first ten seconds, before you have said anything. Four viewings in a day should not be four different properties
Run a normal weekend on a good listing and you may show it at eleven, one, three and five. If the air is being managed by hand - a spray between appointments, a window opened when someone remembers, a gel pot topped up on Saturday morning - then those four buyers walked through four measurably different flats, and the two who come back for a second viewing walk into a fifth. Nobody plans this and almost every broker does it. What makes a property feel expensive is not intensity, it is invariance: a level that is the same at eleven and at five, the same this Saturday and next, the same in the hall and in the far bedroom. Invariance is what makes a smell stop reading as an application and start reading as a property of the building, and there is no way to produce it with a can in your hand. It comes from a machine at a fixed low setting running on a schedule, or from reeds that simply sit there and do the same thing all week. This is also the practical argument for equipment over consumables in a listing you show repeatedly over months: the cost is not the issue, the human variability is. Somebody nervous about the smell always sprays more, and they always spray it just before the buyer walks in, which is the worst possible moment.

The structure
Clean is a top note. Expensive is a base note.
There is a technical version of this difference that is worth having, because it explains the behaviour rather than just describing it. Cleaning products and air fresheners are built almost entirely from bright, volatile, short-lived material - citrus, pine, sharp florals, solvent. That is deliberate: they are designed to announce themselves at the moment of use and then get out of the way. Frequently asked questions
Is there anything wrong with the flat simply smelling of a good floor cleaner?
Nothing is wrong with it in the sense of being a problem, and it is far better than a flat that smells stale. But it is not the top of the range, and the reason is that it is a smell with an author. Somebody chose it, applied it, and did so recently, and all three of those facts arrive with the smell. In a premium sale the buyer is trying to read the property, and every signal that is really about the preparation is a signal that is not about the property. There is also a practical issue: floor cleaner is the single most common note that ends up combined with an added fragrance, and the combination is usually worse than either alone. If you are going to add a register, the cleaning products need to have left the building first. That is a timing decision, not a product decision, and it is free.
Our society mops the common corridor with phenyl every morning. Does that ruin it?
It does not ruin anything, and it is not yours to control, but it is worth knowing about because it changes what the buyer experiences at your door. A corridor that has just been mopped means the buyer arrives with a strong cleaning note already in their nose, which does two things: it makes a lightly scented flat read as a bigger contrast than it is, and it makes a heavily scented flat read as a continuation of institutional cleaning rather than as a home. If you have any relationship with the facility manager it is worth asking when the corridor gets done and, where possible, scheduling important viewings a couple of hours later. Where you cannot, simply have your own landing clear and your own flat aired, and let the contrast work. Do not try to compete with the corridor by turning your own level up.
Should I use a stronger register in a large flat so it reads through the whole property?
No - size is a coverage question, not an intensity question, and confusing the two is how listings end up overscented. If a 3,000 sq ft flat smells strong in the living room and of nothing in the far bedroom, the problem is that a single point source cannot fill that volume evenly, and turning it up makes the living room worse without materially helping the bedroom. The correct responses are placement, time and, past a point, a second unit or a machine rated for the volume. Carefully and directly, because it is their home and their habit, and because the conversation is easier if you frame it as scheduling rather than criticism. What usually works is asking them not to spray on viewing days specifically, explaining honestly that a spray discharged shortly before a buyer arrives reads to that buyer as something being covered - which is unfair to a perfectly clean home. Do that once at the start of the day and once at the end of a viewing block, because the second one tells you what accumulation and four sets of open doors have done. Then ask one buyer or one colleague a deliberately unhelpful question: not whether the flat smells nice, but whether they noticed anything about it at all. If the answer names a product, you are in the clean category. If the answer is that they did not notice anything and the flat felt well kept, you have arrived.
