The tiered split that fits: three names at ₹1,249, five at ₹749, six at ₹379. That is 3 × ₹1,249 = ₹3,747, plus 5 × ₹749 = ₹3,745, plus 6 × ₹379 = ₹2,274 — ₹9,766 for fourteen names, with ₹234 unspent.
The uncomfortable fact inside it: the top three names take ₹3,747 and the middle five take ₹3,745. Three people absorb the same share of the budget as five. That is not an accident in the plan, it is the plan.
The flat version, if you insist: 14 × ₹664 = ₹9,296 — everyone receives a Cloud ceramic trinket dish or a candle two-pack, identically. It is a defensible plan. It is simply a different one, and Part Three is about when it beats tiering.
2. Sort the names into three tiers first, and do it before you look at a price. A top tier of two to four, a middle tier of four to six, an outer tier of everyone else. The sorting question is not how much you like someone — it is how much you know about their home and how visible the gift will be.

5. Accept that the top tier takes a disproportionate share, because that is what a tier is. Three names take 38% of the budget; five take 38%; six take 23%. Written down it looks stark. In practice it is a description of what you were already doing, done deliberately instead of by accident on the fourth purchase.
6. Uniformity within a tier is not negotiable. Everyone in the same tier gets the identical thing, and the tiers must not be visible to each other. Where two people will compare what they were handed, they belong in the same tier regardless of how you feel about them.
7. Where a name is someone who works for you, cash comes first. House help, a driver, building staff: cash is flexible and it is what most people would choose. An object alongside it is a courtesy and never a substitute, and it does not belong in a tiering exercise at all.

Part three — when flat beats tiered
I have spent this page arguing for tiers, so here is the case against them, which is stronger than tiering enthusiasts admit. Flat wins whenever the list is visible to itself. An office floor, a group of cousins at the same gathering, four aunts who will speak to each other within a day of receiving anything — in those groups a tiered split is not a private budgeting decision, it is a ranking that gets published. Fourteen identical items at ₹474 or ₹664 costs you ₹6,636 or ₹9,296 and costs nobody any dignity. If the whole of your list falls into one visible group, stop reading and buy one thing fourteen times.
Flat also wins when the tiers would be arbitrary. Some lists genuinely have no shape: fourteen neighbours in one building, none closer than any other, all owed the same courtesy. Inventing a top tier there is worse than pointless, because it creates an expectation that repeats next October and the October after. A gift you cannot repeat next year is a debt you have taken on without noticing, and the reason repeatability matters so much at Diwali is that this is an annual obligation rather than a one-off occasion. The plan you want is the one you would be content to run again unchanged.
And there is the case where ₹10,000 is simply more than the list requires. Eight names, none of them close, all courtesy: 8 × ₹474 = ₹3,792 and you have ₹6,208 you did not need to spend. I am aware of how that reads coming from the person selling the bottles, and I would still rather write it, because the alternative — a household spending ₹10,000 because the number was in their head rather than because the list demanded it — is the thing that makes people resent Diwali gifting by their late thirties. Separately, and this matters more than any of the arithmetic above: where a name on your list is a person who works for you, cash is flexible, it is what most people in that position would choose, and a fragrance bottle is not a substitute for it. If you want to hand over something as well, do that, and hand over the cash first.

The first time somebody sent me their actual Diwali list I was slightly embarrassed to be reading it.
