It is worth separating these two messages properly, because they are usually treated as interchangeable and they do quite different work. Congratulations is addressed to an outcome. It requires one to exist, it arrives in the forty-eight hours after an announcement, and it is fundamentally public in character even when sent privately - it acknowledges the thing that was announced. Proud of you is addressed to the person. It refers to the effort, the persistence, the cost, and the version of them that showed up repeatedly over a long period. And because it is aimed at the effort rather than the result, it does something congratulations structurally cannot: it can be sent when the result did not arrive. When somebody sat the exam and did not pass it. When the business did not work. When the year was survived rather than won. When a person quietly did something enormously hard - kept going through an illness, looked after somebody, rebuilt after a bad stretch - and there is no announcement anywhere, no date, and nobody to tell.
