The question is usually asked as though sameness and adjustment were opposites. They are not. Sameness is what your customer experiences; the setting is what produces it, and holding one number across four cities is the surest way to end up with four different stores.

City is a convenient label for a bundle of building facts. A street-facing branch exchanges air with the road every time the door opens; a mall unit sits inside somebody else's air handling; a double-height flagship has far more volume than its floor plate suggests, because you scent volume rather than floor area and 1000m³ is a cubic figure. Head office cannot judge intensity from a spreadsheet, and a regional manager visiting for two hours cannot either. The advisors in each store breathe that air nine hours a day, six days a week, and they are the only people with a genuine reading of it.
