There is a test that settles this question faster than any argument about fairness or seniority. Put both gifts on the same table, side by side, and imagine everyone in the company walking past. If that image is uncomfortable, the tier is not a budget decision, it is a ranking on display. Start from the fact that decides it: employees compare gifts. Not out of pettiness. It happens in the ordinary way, in a corridor, in the first ten minutes after the boxes go out, and it happens whether or not anyone intended a comparison.

Every band boundary creates somebody who sits just below it. One boundary is survivable if it falls somewhere the organisation already recognises. Two boundaries, on a three-tier structure, produce a middle group that can see both directions and usually feels worst of all. If you must tier, make it a large all-company gift and a small senior one, not a ladder with rungs for every grade.

Most corporate Diwali gifts fail for the same reason: they are chosen to be defensible rather than useful. A box of sweets nobody eats, dry fruits that go into a cupboard. The gift is not really for the employee - it is for the person signing it off.
The test I would apply is simple. Will this still be in use in February? A car fragrance in the car of someone who drives to work every day passes that test. So does a reed diffuser in a home office. A body-worn perfume chosen for someone you do not know well does not, because fragrance worn on skin is personal - choosing it for a colleague is a comment on how they smell, and most people quietly do not wear it.
Two honest things I would rather say than sell past. If your budget is genuinely under Rs 350 a head, fragrance is the wrong category - buy something else and come back next year. And if you need three hundred of something we hold ninety of, we will tell you, because a Diwali gift that arrives in December is worse than no gift at all.
