You are asking two questions and they have different answers. Is the format right for a minimal skin scent? Yes, without any qualification. Is the whole SOSA range right for one? No, and I would rather tell you which part is.
Quick answers — read this first
Is attar a good format for minimal skin scents? Yes. An alcohol-free oil is applied by the dab, warms from the skin and stays near where you put it. That is the behaviour a skin-scent lover is trying to get from a spray and usually has to fight for.
Is every SOSA attar a minimal scent? No. SOSA Adaa at ₹379 is the only one of the four built light enough. Ameeri carries amber and soft oudh, Mastani vanilla and tonka, and Nawaab is the deepest. SOSA also makes no musk soliflore.
Where does the musk in the range actually sit? White musk is a base note in Adaa, Ameeri and Nawaab, under the other notes rather than in front of them. Mastani has no musk at all. If you want a single-note musk, this range does not have one.

The format is a yes, and I will say why. The range is a qualified yes, and I will say that too: of four SOSA attars only one is built light enough, and none is a musk soliflore. Five steps to the decision.
1. The format is an unqualified yes. An alcohol-free oil goes on by the dab, warms from the skin and stays near where it was put. That is what a minimal skin scent does, and a spray is the format working against it.
2. The range is a qualified yes. SOSA makes four attars, and SOSA Adaa at ₹379 is the only one built light enough for this taste. SOSA Ameeri has soft oudh and amber, SOSA Mastani vanilla, tonka and oudh, SOSA Nawaab white royal oud, tobacco leaf and leather.
3. Know the gap before you buy. SOSA makes no musk soliflore. White musk is a base note in Adaa, Ameeri and Nawaab and is absent from Mastani. Adaa is a light composition with musk in its base; it is not a single-note musk.
4. Dose like a minimalist. One dab is a whisper and two is a sentence. For a skin scent, one dab on the inside of one wrist is the whole instruction, and the restraint is the point.
5. Test it at hour three. Three ordinary days on a 3ml. SOSA states 6–8 hours on skin and nothing beyond that; how far it carries depends on your skin, your dose and the weather.
Nobody can promise you what anyone else will think of it, and I am not going to. What a minimal oil can be is consistent, close and distinctive. What it does in someone else's head is theirs.
Oil is the right format. Of the four SOSA attars, SOSA Adaa at ₹379 is the only one built light enough, and there is no musk soliflore. One 3ml, one dab, hour three.
The one that fits is a single 3ml of SOSA Adaa at ₹379: Calabrian bergamot, green cardamom and neroli over jasmine sambac, magnolia and ylang ylang, on white musk, vetiver and cedarwood. Alcohol-free, roll-on, on a sandalwood and jojoba carrier. It is a light composition with musk in the base, not a musk on its own, which SOSA does not make.
SOSA makes four attars. All four are alcohol-free oils on a sandalwood and jojoba carrier, hand-blended in Pune, as roll-ons in 3ml, 6ml and 12ml, so they share the format that suits you. They do not share the composition. Here is the one that fits and the one that looks closest on paper but is not.
₹379 for 3ml, ₹669 for 6ml, ₹1,149 for 12ml. Calabrian bergamot, green cardamom and neroli over jasmine sambac, magnolia and ylang ylang, on white musk, vetiver and cedarwood. The lightest of the four and composed with no oudh. A light composition with musk underneath, and the only one of the four I would put in front of a minimal-scent person.
₹385 for 3ml, ₹679 for 6ml, ₹1,165 for 12ml. Persian saffron, pink pepper and bergamot over Taif rose and Indian sandalwood, on soft oudh, amber and white musk. It has white musk in the base, so it looks close on paper, but the amber and soft oudh make it a present, rounded scent. The note list is misleading here.
₹389 for 3ml, ₹685 for 6ml, ₹1,179 for 12ml. Litchi, bergamot and pink pepper over night-blooming jasmine and Damask rose, on Mysore sandalwood, oudh, Madagascar vanilla and tonka. A deep floral-gourmand and a lovely one, but nothing in it points toward a skin scent. Worth knowing so you do not buy it for the wrong reason.
Skin-scent lovers usually spend years trying to make a spray behave like an oil. Here are the three reasons the oil format already does what you want, and the one place it will not rescue the wrong composition.

One
An alcohol-free oil has no opening burst to get past
A spray announces itself in its first minutes with a bright lift of alcohol and top notes, and the skin-scent lover then waits for it to quieten. An alcohol-free oil on a sandalwood and jojoba carrier does not do that. You put a dab on the inside of the wrist and the scent comes up slowly from the skin, so the start is already the quiet part. For a taste built on closeness that is the format working in your favour from the first second, and it is why an oil is the sensible place for this taste to start.
Tip: Apply to the inside of the wrist and leave it alone. Rubbing wrists together only moves the scent around.
Adaa at ₹379 opens on bergamot, cardamom and neroli and comes down into white musk, vetiver and cedarwood, so the format and the composition point the same way.
You choose the volume with a dab, and can see what you chose
The routine of a minimal skin-scent wearer is mostly about restraint, and restraint is easier when the dose is visible. A roll-on puts down a small, countable amount in a place you chose. One dab is a whisper and two is a sentence; most people find one is plenty and some find half is. A spray gives you a cloud and an argument with yourself about whether the third spritz was necessary. With an oil the argument does not start.
Tip: Count your dabs for a week and write the number on the first line of a note. Your minimum will turn up quickly.

The format cannot rescue a composition that is not minimal
Here is the qualification, and it matters. An oil softens delivery. It does not change what is in the bottle. Ameeri has amber and soft oudh in the base, Mastani has vanilla and tonka, and Nawaab is oud-led with aged tobacco leaf and leather. At one dab each of them is quieter than a spray of the same composition, and each is still the scent it was composed to be. Three of the four attars are not wrong for being that. They are answers to other questions, and this question has one answer in the range.
Tip: If a note list contains amber, oudh, vanilla or leather in the base, treat it as present, whatever the format.
Nawaab at ₹399 is the clearest example: an oil, and the deepest of the four. Format alone did not make it minimal, and it was never meant to.
Minimal is not a note, so no note list can promise it. It is a relationship between a composition, a delivery and a dose, and an oil gives you two of those three before you have chosen anything.
That is why the answer splits in two. The format is the part that works for every attar in the range; the composition is the part that only works for one of them. Naming that split is more useful to you than a blanket yes would be.

Heat lifts an oil. Note whether it feels closer or more present than on day one. A minimal wearer usually needs one dab in the heat and sometimes two in cooler weather.
Day four and after, decide on three questions
Three questions: could you wear it daily, is it close enough, and is it musk enough? The third is the one to answer honestly. If not, an attar may not be your answer.

The people who write to me about minimal skin scents are some of my favourite people to answer, because they already know what they want and are quietly braced to be disappointed. They have usually spent years trying to make a spray behave. When someone like that asks whether attar is the right format, the honest answer is that it is probably the right format and I should be careful about the rest of the sentence.
The rest of the sentence is that I make four attars and only one of them is built for you. Adaa is the lightest, with no oudh, and a base of white musk, vetiver and cedarwood. I make no musk soliflore and I will not pretend that Adaa is one. If you wanted a single plain musk, I would rather lose the sale than send you away believing a note list. Ameeri, Mastani and Nawaab are fuller by design, and worth owning for other reasons.
So the specification is small. One 3ml, one dab, three ordinary days, judged at hour three. It answers both of your questions together: whether the format is yours, and whether the composition is. Is a perfume oil really quieter than a spray?
In delivery, usually yes. An alcohol-free oil goes on by the dab and warms from the skin, with no bright opening burst, so the same composition reads closer. It does not change the composition itself, which is why SOSA Nawaab at ₹399 stays deep as an oil. Format softens delivery. It does not soften what is in the bottle.
Is there a musk soliflore among the SOSA attars?
No. White musk is a base note in SOSA Adaa, SOSA Ameeri and SOSA Nawaab, and SOSA Mastani has none. In Adaa it sits under bergamot, cardamom, neroli and jasmine sambac, beside vetiver and cedarwood.
