One per floor is the wrong rule

The intuitive answer to this question is two - one machine per floor - and it is worth examining where that intuition comes from, because it comes from somewhere reasonable and simply does not transfer. One per floor is how buildings are planned for almost everything else. Electrical circuits are run per floor. Plumbing risers serve floors. Lighting is designed floor by floor. Air conditioning is often specified that way. In all of those cases a floor is a genuine unit, because the thing being distributed travels through the structure - through cables, pipes and ducts that follow the building's geometry. Fragrance does not travel through structure. It travels through connected air, and specifically through connected air that people occupy. On that measure a floor is not a unit of anything at all. It is just a horizontal slice that may or may not contain a body of joined air worth serving. So the useful question is not how many floors do I have, it is how many occupied living volumes do I have. Ask what your upper floor actually contains. In the overwhelming majority of two-storey Indian homes, the answer is three or four bedrooms, their attached bathrooms, and a landing connecting them. Every one of those bedrooms is a sealed volume behind a closed door - shut for privacy and for air conditioning - which a machine cannot reach at any price or setting. Every bathroom is sealed permanently. And a landing is somewhere people walk through on the way to somewhere else, not somewhere they sit.
