This is the one question in this family where I would answer before hearing the rest of the details. Source control, every time, and by a wide margin. The interesting part is not which answer is right. It is what the fix actually consists of, because almost none of it is a fragrance purchase.
Quick answers — read this first
Should we increase fragrance when dust and plant smells reach reception? No. Raising the level does not remove what is arriving; it adds a second smell to the first, and the room then smells of both, which visitors find more confusing than plant air on its own. Dust, diesel, hot metal and machine oil travel on air and they arrive because there is a route. Find the route and close it. That is a building repair with a building answer, and until it is done, anything you fit into reception is money spent on a room that has not been made ready for it.
What is the pressure rule for an office next to a plant? The office should sit slightly positive to the plant side and the dirty side slightly negative, so air always moves from clean towards dirty and never back. In practice that means the office gets a little more supply air than it extracts, the works extracts a little more than it supplies, and there is a self-closing door — ideally two, with a lobby between — on the boundary. Get this right and the smell stops arriving at reception. Get it wrong and no setting on any diffuser will save the room.
Where should the office take its fresh air from? From the far side of the building, away from the yard, the loading area, the generator exhaust and the plant roof. This is the single most common fault I see in industrial offices: a good air handling unit drawing clean-ish air from the dirtiest face of the property, then delivering it to reception all day. Moving or re-ducting an intake is unglamorous and it is usually cheaper than a year of arguing about fragrance. Check it before you check anything else, and check what is upwind of it in the dry months.

Dust and plant odours reach our reception — more fragrance, or source control first?
Source control, and I would not spend a minute weighing it. Here is the reasoning and then the actual work. Why more fragrance makes it worse. Fragrance adds a smell. It does not take one away, and anybody who tells you otherwise is selling something they should not be selling. So when you raise the level over plant air, the visitor does not stop meeting dust and hot metal. They meet dust, hot metal and pine at the same time, and a room that smells of two unrelated things reads as less well kept than a room that smells of one. You have also lost the ability to notice when something changes on the works side, because the background is now busier. Finding the route. Air moves along whatever path offers least resistance, so walk the boundary on a working afternoon rather than a quiet morning. The usual culprits, in the order I find them: a door between office and works that somebody props open for convenience, a shared stairwell or lift lobby, a cable or drainage trench running under the wall, a suspended ceiling void that is continuous across the partition, and — most often of all — a fresh-air intake sitting on the yard side, quietly delivering yard air to reception all day. The fix, in order. Give the office its own lobby, so there are two doors between reception and the works and both close by themselves. Set the pressures: the office slightly positive, the dirty side slightly negative, so air moves from clean towards dirty and never back. Move or re-duct the intake to the far face of the building. Seal the trench and close the ceiling void at the partition line. Then housekeeping: wet sweeping rather than dry, mats at the entrance that are actually cleaned, and shoes and safety equipment left in the lobby rather than carried to the carpet. Only then, the register. One dry, woody note, low, on a timer — a reed at ₹849 under about 300 sq ft. First, find the route
Air takes the path of least resistance, and it is almost never the path on the drawing
Walk the boundary at four in the afternoon on a working day, not at nine on a Saturday. Look for the door that has been propped open because carrying material through it one-handed is awkward. Look at the stairwell, which is a chimney and will move air between levels all day. Look under the partition for a cable or drainage trench that nobody sealed after the last upgrade. Look above the ceiling: a suspended ceiling void that runs continuously across the partition line is an open window you cannot see. Then go outside and find the fresh-air intake. If it sits on the yard side, on the plant face, or anywhere near a generator exhaust, you have found your problem and it is not a fragrance problem.

Second, the pressure rule

This is the piece of building physics that decides whether anything else works. Air moves from higher pressure to lower, so if the office is very slightly positive to the works and the works runs very slightly negative, air moves from clean towards dirty and never the other way. Achieving it is ordinary services work: the office supplies a little more air than it extracts, the dirty side extracts a little more than it supplies, and you put a proper boundary between them. The boundary I want is a lobby with two self-closing doors, because a single door is open whenever anybody is walking through it and a lobby never is. Where a lobby cannot be built, one genuinely self-closing door with a decent seal, and a rule that it is never propped, is the minimum.
The machine goes on the clean side of that boundary, or nowhere.
Mats, wet sweeping, shoes off in the lobby — and the fragrance last
Dust does not only fly; it also walks in. Entrance matting that is long enough to take several footfalls and is actually cleaned does more than most people credit. Wet sweeping rather than dry, because dry sweeping in a corridor simply re-suspends what settled overnight. Safety equipment and site shoes left in the lobby rather than carried across the carpet. Bins emptied properly, and damp packaging kept out of the office store. Once all that is true, the room is holding its own air and a register will read cleanly. One dry, woody note, low, on a timer. If you have done the first two parts of this list and the smell is gone, you may find you want very little fragrance at all, and that is a perfectly good outcome to land on.

Three things I would rather you heard from me than found out later. I have had this conversation in enough industrial offices to know how it usually starts. Somebody has already raised the level once, it did not work, and the question arrives as a request for something stronger. Stronger is the one thing I can promise will not help. The smell is arriving through a route, and until the route is closed, every rupee spent on fragrance is being asked to do a job that belongs to a door.
The fixes are genuinely unglamorous and that is why they get skipped. A self-closing door that actually closes. A small lobby so there are two doors rather than one. A damper adjusted so the office sits slightly positive. An intake moved off the yard face.
