Because soap is the fastest shortcut to legible cleanliness - and at a perfume counter, legibility sells. Here is the commercial logic behind it and the three materials that do the work.
Quick answers — read this first
Why is soapiness so common in clean fragrance? Because it is instantly recognisable. A soapy accord communicates "clean" in two seconds at a counter, which is all the time a fragrance gets.
Is it a cheap effect? Not inherently - aldehydes are used in some of the greatest perfumes ever made. It is simply an obvious one, and obviousness sells.
What should I buy instead? A composition using transparent rather than powdery musk and real citrus rather than an aldehydic lift. Adaa is mine.

So why do clean perfumes so often smell like soap?
Because soap is the most legible shorthand for clean, and a fragrance gets about two seconds to communicate at a counter. An aldehydic, powdery-musk accord says "clean" instantly and unmistakably to almost everyone - which makes it commercially irresistible, whatever it does at hour four on your skin. A transparent skin-clean effect takes longer to register and is far harder to sell in a shop, which is exactly why it is rarer. Adaa takes the slower route.

What "clean" actually means
Clean is not a fragrance family - it is an effect, produced by a specific combination: bright citrus and green materials on top, no sugar anywhere, and a clean white musk base that reads as skin rather than as perfume. Remove any one of those three and the effect collapses.

At a counter, a fragrance has seconds. A soapy accord says "clean" immediately to essentially everyone, with no ambiguity. A transparent skin-clean effect says almost nothing in the first minute and makes its case over an hour - which is a terrible strategy for a shop and an excellent one for a life.

Worth saying clearly: aldehydes are the backbone of several of the greatest perfumes ever composed, and powdery musks are used with enormous skill. Soapiness is not a mark of low quality. It is simply an obvious effect, and obviousness is what a counter rewards.
People test on paper strips in air already thick with other fragrances. A soapy accord cuts through that; a skin scent does not, because a skin scent needs skin. This alone biases the whole market toward the soapy end.
