Can I use two different scents, one hanging and one spray?
We would not, and the reason is the size of the room rather than a rule about taste. A cabin is two to four cubic metres of closed air, and in winter with the heater on there is almost no exchange with the outside, so two fragrances released into it do not layer the way they would on skin - they merge into a third smell that nobody designed and nobody can adjust, because you cannot turn down half of it. The version that works is one scent in both formats, so the spray raises the level of the character already present instead of introducing a competing one. If you own two scents, run them in different cars, or in different seasons with the cabin aired out properly between changes. Combos exist for people who want both over time, not both at once.
How much should I turn each one down when I run both?
Start with the hanging stopper about a quarter turn tighter than you would set it as your only source, and give it two or three days before judging, since your nose needs the change to settle as much as the cabin does. On the spray side, treat one spray in a sedan as the ceiling rather than the opening bid, and use it thirty minutes before guests arrive rather than five. Then check the result from outside with a fresh nose: get out, do something else for ten minutes, come back, open the driver's door and read the first breath. In winter you may find the hanging baseline alone is already enough and the spray is unnecessary that day, because a closed heated cabin with no air exchange amplifies whatever is already running.
How long will this setup last before I have to buy anything again?

Where do I put each one, and what are the safety rules?
The hanging bottle goes on the rear-view mirror, hung so that it is small, secure and completely out of your view of the road - that comes before every other consideration, and a bottle that swings into your sightline under braking is in the wrong place regardless of how it looks parked.
