A car with one regular passenger can be tuned to that person. A car with a changing cast cannot be tuned to anybody, so it has to be set for the person you have not met yet. That single shift changes which format makes sense and how strong it should be.

First, the asymmetry of the two errors

The thing I keep coming back to with shared cars is that the people who are uncomfortable usually do not say so. They are a guest, the journey is short, and mentioning the fragrance feels like a complaint about their host. So you do not get the feedback that would let you correct it, which means you have to set the car cautiously in the first place and not rely on being told.
That makes the cheap end of our range the right end for this problem, which I am happy to say plainly. A mild hanging register at ₹479 or ₹509 is restrained by design and stays where you put it, and the mild version costs the same as the strong one. If anybody tries to sell you something elaborate for a car with changing passengers, the elaborate part should be justified by something other than the fragrance.
Where I do think spending more is defensible is the ability to run a journey plain and go back to normal afterwards, which a hanging unit cannot do. That is a convenience judgement and not a claim that fragrance affects driving, concentration or anybody's health. It never covers a smell with a source.
