This is one of the clearest cases I see where a reed is simply the wrong tool — and it has nothing to do with quality. You want fragrance on your terms: strong in the evening when you are home, quiet and off while you are away. A reed cannot do that, because a reed has no off. What you are describing is a diffuser with a switch.
Quick answer
Can a reed be switched off when I leave? No — it has no power and no switch. It evaporates continuously, home or not.

Let me say the honest thing first, because it saves you money: if the shape of your wish is strong when I'm home, nothing when I'm away, a reed diffuser will never satisfy you, no matter which one you buy or how much you spend. This is not a weak reed or a bad fragrance. It is a mismatch between what a reed is and what you are asking it to do. And once you name the mismatch, the right product is obvious.
A reed has no "off"
A reed diffuser works by fragrance oil climbing the reeds and evaporating gently into the air. There is no power, no switch, no timer — which is part of its charm, but also its limit. It is always running, at the same soft level, whether you are curled up on the sofa or three cities away for the weekend. You cannot ask it to be strong at 8 pm and silent at 9 am. It simply drifts along, continuously, until the bottle empties. For a lot of people that constant background softness is exactly right. For your routine, it is precisely the wrong behaviour.

When you want it on before you get home

Can I switch a reed diffuser off when I leave the house?
Not really. A reed diffuser has no switch and no power — the oil evaporates off the reeds continuously, whether you are home or not. You can slow it by removing reeds and speed it by adding them or flipping, but there is no on and off. If your whole wish is scent when you are home and nothing running when you are away, a passive reed is working against your use case by design, not by fault.
Why doesn't a reed diffuser suit a strong-when-home, nothing-when-away routine?
Because a reed is always on and always gentle. It cannot go strong on command in the evening and then stop while you are at work. That is a job for an active diffuser: an ultrasonic or waterless nebuliser you switch on when you walk in and off when you leave, or set on a timer to come on before you are home.
