The instinct behind this question is a good one: the room is finished, something is still not quite there, and air is the obvious remaining variable. It is a real variable. It is also, in almost every boutique I am sent photographs of, not the first one I would spend on.
Quick answers — read this first
Should scenting be the next upgrade after the interior? Probably not the next one, and yes eventually. Two things usually sit above it on the list: the temperature and control of your lighting, and the sound floor of the room. A boutique with cool white downlights on dark walnut will read wrong no matter how considered the air is, and a showroom with an audible air-conditioning hum and no music bed feels like an office at four in the afternoon. Both cost more attention than money. Fix them, then come to the air, which is genuinely worth doing and is the cheapest item on the list.
How do I tell whether it is really the smell? Walk in from the street after twenty minutes outside and write down, in order, the first three things you notice. If fragrance is not among them, it is not your problem yet. In most stores the list comes back as the light being flat, the room being too quiet or the case glass carrying fingerprints. Do that walk on a weekday evening and again on a Saturday, because a busy floor and an empty one are different rooms. The air is worth deciding once the things you actually noticed have been dealt with.
And when its turn does come, what does it cost? Possibly, and probably not first. I say that as the person who would take the order, which is the only reason it is worth reading. When someone sends me photographs of a finished fit-out and asks what is still missing, the air is on my list about four times in ten - and it is almost never at the top of the list. Above it, reliably, sit two things. The first is light: not how much of it, but its temperature and its control. A boutique with cool white downlights over walnut and brass will feel like a bank branch however good the joinery is, and a warm beam that lands on the tray rather than on the customer's scalp changes a room more than anything I sell. The second is the sound floor. Walk your empty showroom at eleven in the morning and listen: if what you hear is the air-conditioning, the room feels unfinished, and a bare acoustic makes every conversation at a case feel overheard, which is a real problem when someone is deciding on a large purchase. Both of those cost attention more than money, and both will swamp anything the air is doing. Third and fourth, usually, are seating - whether there is a way to be invited to sit that is not an afterthought - and case density, because a case that is too full reads as stock and a case with room around each piece reads as selection. Then the air. It is genuinely on the list, it is the cheapest item on it, and it does the specific job of closing the last gap: everything else in your store was decided by somebody, and if the air was not, it is the one element nobody chose. Customers register that without locating it. What I will not tell you is that fixing it moves a business number - no one can promise that ambient scent affects footfall, dwell, conversion or spend, and any supplier who hands you a figure is selling you something. It is the last five per cent, not a differentiator, and it will not make an ordinary store feel expensive. When its turn does come, the hardware is simple. Fix the light temperature first
A cool beam over warm timber undoes more than a fragrance can add
The single most common thing I see in photographs of expensive Indian watch boutiques is beautiful walnut and brass under lighting chosen for brightness rather than for temperature. The room goes grey, the metal goes flat, and the whole interior reads a grade cheaper than it cost. The fix is a warmer beam, aimed at the trays and the case interiors rather than at the aisle, and it is usually a re-lamping job rather than a rewiring one. No fragrance decision survives a lighting problem, because sight arrives first and sets what the customer thinks the room is before they have breathed twice.
Tip: Photograph the same case under your current lamps and under a warmer one before deciding. The camera is less forgiving than you are.

An audible air-conditioner is a bigger presence than any fragrance
Stand in the showroom before opening and do nothing for two minutes. If the loudest thing is the air handling, that is the room's real signature and customers meet it at the door. A bare acoustic also makes a conversation at a case feel public, which matters more in this category than in most, because the customer is often being told a price they want to consider quietly. Soft surfaces, a low music bed set below conversation, and attention to any rattling diffuser grille do more for the feel of a boutique than the air will. It is also why any machine you buy should sit under 38dB.
Tip: Set the music so a customer never has to lean in to hear the advisor. If they lean, it is too loud or the room is too bare.

A room that cannot invite someone to sit is still unfinished
After light and sound, the two things I would spend on before fragrance are somewhere to sit that is part of the design rather than a chair borrowed from the back office, and space around the pieces in your cases. A dense case reads as stock; a case with room around each piece reads as a selection somebody made. Both of those speak to a customer during the forty minutes that matter. The air is fifth on this list and it is the cheapest item on it, which is a good reason to do it properly rather than a reason to do it first. The email usually arrives with photographs attached and a sentence like: we have done everything, it still is not quite there, is it the smell. I open the photographs first, and about six times out of ten I can see the answer before I have read the rest. It is the lighting. Beautiful timber, expensive stone, and a cool white beam pointed at the floor. I write back and say change the lamps, and some people find that irritating from a fragrance company.
The reason I do it is that scenting is the last item on a list and the list is real. Light sets what the customer thinks the room is. Sound sets whether they feel able to have a quiet conversation about a large number. Seating sets whether the visit has a shape. Case spacing sets whether the merchandise reads as selection or as stock. The air closes the gap at the end, and it closes it well - but it cannot reach past the four things in front of it, and no fragrance ever made a flatly lit room feel considered.
