They are short of a next step, which is a different thing entirely, and almost nothing written about fragrance gifting treats it as different.

Here is the part I would want them to hold on to. Knowing somebody's signature tells you where they started, not where they would go. A person who has worn one bottle for a decade has usually not rejected the alternatives - they have never had three of them on their own skin at the same time. So the useful gift is not a better guess at one bottle. It is evidence: several things to wear, on separate days, and the chance to notice which one they reach for without being asked to be polite about it.
