Seventeen hours is the real problem, and it is a harder one than it looks, because the thing you are trying to keep constant is not constant on either side. The building changes across the day - it gets warmer, it accumulates load, and it fills and empties twice. The people change too: a member at 6 AM walking in from the street and a member at 7:30 PM three sets into a session are having completely different experiences of identical air. So consistency of output and consistency of experience are two different targets, and only one of them is achievable. The good news is that the achievable one is the one that matters, and two honest levers get you there.

The moving target
Four things change between 6 AM and 11 PM, and none of them is the machine
The reason a gym's smell drifts across the day even when nobody touches anything is that four variables move at once. The first is cumulative load: sweat itself is close to odourless, and the smell develops on skin and above all in fabric - shirts, towels, bench vinyl and the foam padding inside it, mat surfaces, upholstery. That load builds hour by hour and is at its maximum at 9 PM, not at 6 AM, which is why the same building smells like two different buildings at either end of the day. The second is temperature. A club warms up through the day from occupancy, equipment, lighting and the weather outside, and warmth lifts volatile molecules off every surface they have settled on, so the room's own background smell gets louder and any fragrance in it does too. The third is occupancy, which in most Indian clubs is not a curve but two separate mountains - an early band from about 6 to 9 AM, a long low middle, and a heavier evening band from about 5 to 9:30 PM. Most operators reach for more at 7 PM, and it is the wrong direction almost every time. Three things are already pushing perceived intensity up at your evening peak. The room is warmer, so fragrance is coming off surfaces more readily. The room is fuller, so there are more people in the same air. And every one of those people is breathing hard, which is the fact that separates a gym from every other space we write about: a person at the reception desk moves a modest volume of air per minute, while a person mid-cardio or three sets into a heavy squat moves many times that, so whatever is in the air is delivered to them at a far higher rate. The same machine on the same setting is therefore experienced as dramatically stronger on the floor at 7 PM than it was at reception two minutes earlier. This is a perception and dosing point and nothing more - we make no health claim in either direction - but it is enough on its own to set the policy. Step the training floor down at peak, keep the cardio zone lowest of any zone in the building at any hour, and put whatever character the club has into the arrival, the reception and the lounge, where people are walking rather than working. How many different levels should I actually schedule across the day?
Three or four is plenty, and two is often better than four. The temptation with an app is to build an elaborate schedule with six steps, and in practice nobody maintains it and nobody can tell you afterwards which step was doing the work. Start with two: a standard level for most of the day, and a lower level across your busiest band. Live with that for two or three weeks, and only add steps if something specific is wrong at a specific hour. If you do go to four, the natural bands are your morning peak, the midday lull, the evening peak and the closing tail, with the evening peak set lowest. Write the schedule down somewhere your duty manager can see it, because the most common cause of a gym's smell drifting is not the machine at all - it is somebody adjusting it on a bad day and nobody knowing it was changed.
The gym smells worst at about 8 PM. Should the machine work harder then?
No, and this is worth reading twice. If the building genuinely smells worse at 8 PM, the load in the room has gone up - more people, more warmth, more fabric carrying the day's accumulation - and adding fragrance to that gives you the load plus a fragrance, which members read accurately as a cover-up and dislike more than the original. Fragrance adds scent to air; it never removes odour. Does the fragrance need to be off overnight, or should it run to 11 PM only?
Run it to close and let it stop. There is no advantage in fragrancing an empty building and there is a reasonable argument against it: a machine running into an unoccupied, unventilated space is putting fragrance into air nobody is in, and if your air handling steps down overnight that fragrance sits and accumulates rather than dispersing, so the first member through the door at 6 AM meets the whole night's worth in one breath. That is the same mechanism that makes new rubber flooring worst first thing in the morning. Schedule the machine to your actual opening hours with a short lead before opening if you want the reception to be settled when the doors go, and let it stop at close. Our two peaks feel completely different. Is it wrong to treat them the same?
It is reasonable to treat them differently, and most clubs find they need to. The morning band starts in a cool, empty building with almost no accumulated load, and members arrive from outside rather than from a working day, so the room can carry slightly more character without anyone finding it much. The evening band starts in a building that has already been warm and occupied for ten hours, with the day's load in the fabric and the upholstery, and it is usually the fuller of the two. So the same nominal setting reads considerably heavier at 7 PM than at 7 AM. Schedule them as two different levels with the evening lower, and check both with somebody who has just come in from the street. If you only have the appetite to get one of them right, get the evening right, because it is the harder hour and the more crowded one.
