Test three: will somebody own it in writing? Not a department, a named role. If nobody will put their name against the level, the standard will describe something that is not happening. A luxury sales gallery is the only commercial space I work on where the customer walks a defined route through five different rooms in one visit. Reception, models, sample apartment, closing room, and the walk between them. Most scenting proposals treat that as one space with one setting, and it is not - it is one register applied at descending levels, with one of those rooms deliberately left out.
The room people always want to scent most is the sample apartment, and it is the one I argue hardest against. A show home succeeds when a buyer stops seeing a display and starts placing their own furniture in it, and a recognisable developer fragrance interrupts exactly that. Let it smell clean and aired, or of nothing.
On the money question, which developers ask more directly than anybody else: I have no figure for what ambience returns on a crore-value sale, and I distrust anyone who offers one. This is a brand-standard decision - the same category as your lighting specification and your signage - and it should be judged that way.
