Why not at the foot of the stairs? Because a stairwell continuously removes air from the room it opens off, so a source placed beside it feeds the stairwell rather than the room you are sitting in.
Does the stairwell placement help the upper floor? No. The quantity carried upward is small relative to what upper rooms need, so you lose the ground floor level without meaningfully gaining anything above.
Not at the foot of the stairs
There is one placement rule that belongs specifically to two-storey homes, and it is worth leading with because it is the opposite of what the layout suggests to almost everybody. Do not put the machine at the foot of the stairs. Here is the instinct and here is why it fails. In a house with an open stairwell off the living area, the base of the stairs feels like the centre of the home. It is where the two floors meet, it is usually on the route from the entrance, and it looks like the one position from which fragrance could reach both levels. So that is where a great many machines end up, on a console table beside the newel post. The problem is that a stairwell is not a neutral opening in the room. It is a continuous outflow. A source placed right beside it is therefore feeding the stairwell rather than the room. The material you are paying for is being removed from the living area before it has distributed through it. That is the first half of the loss. The second half is that you do not gain much upstairs in exchange. The quantity a stairwell transports is small relative to what upper rooms would need - and in any case those rooms are behind closed doors that nothing crosses - so the upward gain is a faint trace on a landing rather than a served floor. So the placement loses ground floor level and buys almost nothing above it. Move it. The right position is in the body of the living area, in the part of the room people walk into, several metres away from the stair opening. That gives the fragrance the volume of the room to distribute through before the stairwell starts removing it, and it puts the level where the value actually is - at arrival, because everybody who lives in a house has adapted to its background within about an hour and perceives very little of it, which makes walking in from outside the only moment anybody experiences the home properly. Then the standard placement rules apply, and they matter as much here as anywhere. Height first: console or table level rather than the floor. Air circulates through the upper part of a room, so a low source in a still corner produces a pool of fragrance around itself rather than distributing, and that symptom is very commonly misdiagnosed as the machine being too weak and treated by buying something larger. Airflow second: keep it out of the direct throw of an air conditioner, which carries everything in one direction at speed and produces a pronounced gradient with material depositing on whatever soft surfaces sit downstream. A metre or two to the side, or on the opposite side of the seating, is usually enough. Then two refusals. Never aim a unit at the dining table, because taste is very largely smell and an ambient register at the table competes directly with the food - and where the dining area shares the living volume, run the cycle so it finishes before food is served. And never place anything in the kitchen at any time: cooking smell is aerosolised oil that travels through the house and settles into soft furnishings in other rooms, and the answer is extraction used every single time with the door shut. Finally, the upper floor is not a placement problem at all - it is a product question.
