You have already made the useful decision: you are buying for their home rather than for them, because you cannot name a single thing they wear. The question that is actually left is which home fragrance format - and that is a question about their house, their tenancy and their habits, not about scent at all. A reed, a candle, wax melts and a machine are four genuinely different objects to receive, and three of the four come with a condition attached.

The first variable
Is anybody in that house going to light something?
This is the question that eliminates candles faster than anything else. A candle at ₹399 burns for about 15 to 18 hours, and a two-candle duo at ₹699 for about 30 to 36 - but those are hours of someone choosing to light it, which means the candle needs an occasion as well as a match. Households that do not already light candles simply do not start because one arrived.
Tenancy is the harder limit. In a lot of rented flats, paying-guest rooms and hostels a flame is not permitted, and you will not know that from outside. A reed diffuser has no equivalent restriction, which is why it is the default for a home you have not seen. Where a candle genuinely wins is the opposite case: a household that already burns them, where ₹399 is a well-judged small gift and ₹749 would be a large one.

The second variable
Does the format need a second object to work at all?
Wax melts at ₹499 are the trap in this category. They are a good product and a poor gift, because a melt is fuel: without the ceramic burner at ₹599 it sits in a drawer. The same applies to the ₹299 water-based Hotel Collection bottle, which is oil for an ultrasonic machine rather than a standalone present.
The rule is simple: only send a component to somebody you have seen use the device it belongs to. If you know a burner is already on their shelf, ₹499 of melts is a genuinely thoughtful refill-style gift. If you do not know, either buy melts and burner together as one object or step over to a reed, which arrives complete - bottle, oil and reeds, with nothing else required.
Tip: Wax melts without a burner are a component. Only send them where one exists.

The third variable
How much running does the household want to do?
Machines sit at the demanding end. That is three small ongoing decisions you have handed somebody. A reed asks for none of that. It also ends cleanly at about 6 to 10 weeks, which is a real advantage in a gift: it is a piece of a household that runs and then finishes, rather than an appliance somebody now owns and has to feel responsible for. The size decision, before the scent decision
50ml or 130ml is a room question, not a budget question

The reed diffuser is the product people are least embarrassed to give and most surprised by afterwards. What they expect is a decorative object. What it actually is, is a small piece of a household that runs for six to ten weeks and then ends, which is a very different thing from an ornament somebody has to keep forever out of politeness.
The reason I recommend it so often for gifting is unromantic: you are buying for a room rather than for a person. Personal fragrance is a taste decision, and when you cannot finish the sentence she usually wears something with..., no amount of money makes the guess better. A room does not have a signature scent it is loyal to. That is why a reed diffuser works for a colleague, a client, a mother-in-law and a friend's new flat - relationships where you may like somebody very much and still have no idea what is on their dressing table.
The one thing I would press on is size, because it is where good intentions go wrong. The 130ml is not the better gift, it is the bigger room's gift. Put it in a small closed bedroom and the person will move it to a corridor within a week. A 50ml at ₹749 in the right room beats a 130ml at ₹1,249 in the wrong one every single time, and if you want to spend more, spend it on the duo set so they get two rooms rather than one very loud one.
