Why does the direction change? Because the flow is driven by temperature difference. Air conditioning on the lower floor can slow or reverse the upward movement, so the same house behaves differently in different months.
What should I do instead? Give each occupied volume its own source and every sealed room a reed. Never design a fragrance plan around a link that changes with the weather.
The stairwell link is weak, one-way, and it reverses
The short answer is no, and the reason usually given - that the link is weak - is true but incomplete. The more useful reason, and the one that settles the question properly, is that the link is not stable. It changes direction. Start with what actually happens. A stairwell is an opening between two volumes of air at potentially different temperatures, and air moves through it in response to that difference. Warmer, lighter air rises through the opening and cooler air moves down to replace it. That is why an upper landing in a duplex frequently smells faintly of the ground floor without anybody having put anything there, and it is a real effect worth knowing about. It is also, in the direction people usually assume, quite weak: the quantity transported is small relative to what the upper rooms would need, which is why raising a ground floor unit to feed an upper floor overdoses the level you are standing on - invisibly, because everybody in the house has adapted within the hour - while delivering very little above. But the more important point is that the direction depends entirely on which floor is warmer, and in an Indian home that is not fixed. Through much of the year the upper floor is the warmer one, because it sits under the roof and takes direct sun. That alone weakens or reverses the classic upward flow. Then add air conditioning. Run the ground floor air conditioning hard on a summer afternoon and you have deliberately made the lower level substantially cooler than the upper one, which is precisely the condition that stops warm air rising from below. Open a window on the upper floor and the whole pattern changes again. Close the stairwell off with a door, as many homes do at night, and the link disappears entirely. So the same house behaves differently in May and in December, differently at two in the afternoon than at ten at night, and differently depending on which windows happen to be open. That is not a foundation on which to build a plan. A fragrance layer should behave the same way on a Tuesday in November as on a Sunday in May, because consistency is what makes a house recognisable - a home becomes familiar through repetition rather than emphasis - and because the alternative is a house that is somehow right in one season and empty in another with nobody able to explain why. The correct approach follows directly. Give each occupied volume its own source, sized to that volume, and give every sealed room a passive source of its own. That means the connected ground plane takes one machine if it qualifies - walk it at an ordinary hour and count the closed doors between the living area, dining, the passage and the foot of the stairs, with zero qualifying the Vaayu at Rs 11,999 and two or more meaning the ground floor is compartmented and no machine qualifies at all. It means an upstairs family area or lounge where people genuinely sit takes its own small unit, a Sukoon at Rs 1,799. It means a landing takes a single reed, because a landing is somewhere people walk through rather than sit. And it means every bedroom and bathroom takes a reed diffuser at Rs 749 to Rs 849, running three to four months untouched, with bedrooms at the lightest level in the home from a source the occupant can move, cap or take out of the room without asking anybody. There is one useful thing the stairwell does that is worth designing around rather than against. Because air moves between the floors in some direction most of the time, two different registers on two floors will meet somewhere in that column and produce a third that nobody chose and that is usually muddier than either. So use one register throughout the whole house - in every machine and every bottle - and vary only the intensity: lightest in bedrooms, a little more at the entrance, nothing in the kitchen or at the table. That way, whatever the stairwell is doing in a given month, everything it carries is the same thing.
