The first is a separate floor or level: a ground-floor clinic and an upper-level training floor are, almost by definition, running two separate bodies of air - different HVAC risers, different return paths, and usually a stairwell rather than an open connection between them. This is the clearest of the three triggers, and each level gets sized and machined on its own connected volume. The second is a separate AC zone with its own return, and this one doesn't need a wall to be real. Two areas on the same floor can still be genuinely separate if they're served by independent air handlers with their own returns - a west-wing office block and an east-wing training hall, for instance. A machine's output can't travel through an AC system into a zone it isn't ducted into, so this is a real boundary even without a visible partition.
