Before anything is installed there is a list of things worth protecting, and at least two of them are routinely lost in the first month of a scenting project.

Commercial scenting goes wrong in a predictable order: somebody buys a machine to cover a smell that has a source, puts it where the socket is, runs it at full intensity because day one felt weak, and ends up with a room people comment on for the wrong reason. When a fragrance will not hold, the instinct is to close doors, shutters or screens to reduce air movement. Keeping somewhere unscented
It disappears if you do not plan it
Fragrance sensitivity is common enough that a hotel will encounter it regularly, and once every public room is scented there is nowhere to seat that guest. Designate one enclosed public room and a proportion of guest rooms as permanently unscented, write it into the plan, and offer it at booking rather than making a guest raise it at the desk. It costs nothing and it is the difference between a considered property and a thoughtless one.

Jaipur is the one city where my first answer is often that the property needs less than the owner thinks. A haveli or a palace hotel arrives with a smell it has earned - old stone that holds cool, wood, lime plaster, the courtyard after it has been watered, whatever grows in it. Guests are paying for exactly that, and it is very easy to spend eleven thousand rupees covering it up.
So the sequence I use here is backwards from everywhere else. Walk the property at seven in the morning and write down what each area already smells of. Protect the ones that are lovely. Fix the ones that are not, at the source, because damp and drains and old textiles are not a fragrance problem. Only then look at the two or three fully enclosed rooms where a low background would genuinely help, which is usually reception and an indoor lounge, and almost never a corridor open to a courtyard.
