Which is the whole problem
Every principle in indoor fragrance depends on a bounded volume: output accumulates, reaches a level, and holds until it decays or the air changes. Remove the boundary and none of that happens. On a balcony the mist leaves the machine and is gone, so the only place a register exists is within a few inches of the unit, which is not an experience anybody is buying. Understanding this saves money and disappointment, and it also explains why outdoor hospitality spaces do not attempt ambient scenting either - they use planting, which works with the conditions instead of against them.

And they are better than a product here
