Can a tenant scent a shared building lobby? Not unilaterally. It is common area under the building's control, other tenants have not agreed to it, and their staff and visitors pass through it daily without any say in the decision.
Would it even work? Usually not. A lobby with lift doors, a street entrance and stairwells is a large semi-open volume with a high air-change rate, and it will not hold fragrance at any reasonable output.

Commercial scenting goes wrong in a predictable order: somebody buys a machine to cover a smell that has a source, puts it where the socket is, runs it at full intensity because day one felt weak, and ends up with a room people comment on for the wrong reason. Whose decision is it to scent a shared lobby or co-working floor?
Not yours, and it would not work even if it were. Take the permission question first. A building lobby is common area under the landlord's or association's control. Other tenants have not agreed, their staff pass through it several times a day, and their visitors form an impression of the building rather than of you. A unilateral installation is a decision made on behalf of people who were not asked, and in a shared building that is how a small thing becomes an association matter. If you want it, it goes through the building, with the other tenants, as a proposal rather than as a fact. A co-working floor is the same problem with a different landlord. Professional services is the one commercial category where being noticed is a liability. A client arriving at a law firm, a CA practice or an advisory office is assessing judgement and discretion, and a reception that announces itself works against exactly that impression. The ceiling on what is appropriate here is much lower than in a showroom, and the businesses that do this well run levels most retailers would consider pointless.
The room that catches people out is the conference room. Meetings run for hours, everyone in them adapted within the first quarter of an hour, and the only person still noticing anything is the one who did not want it. So the long-meeting room carries the least of anything in the building, which is the reverse of how most offices set it up.
And the question I get asked most in Prahlad Nagar: does it justify itself when only ten clients a week walk through.
