Four steps, always in this order: open it up and ventilate, clean it, find and fix the actual source, and only then scent. Nothing on this page reorders those, and the third one is where the whole thing is decided. Most musty listings are stale air, dry drain traps and four closed wardrobes, all of which you can clear in a day for nothing. A minority are telling you something factual about moisture in the building, and those are a matter for repair and disclosure rather than presentation. The useful skill is telling the two apart quickly, and this page is mostly about how to do that.

The sequence
Why the order is not a preference and cannot be shuffled
Each step exists because it makes the next one possible. Ventilation comes first because until the flat has been properly aired you do not know what it smells of at rest - you are smelling a week of accumulation rather than the property. Cleaning comes second because a flat that is dusty, or that has an old mattress and a stagnant drip tray in it, produces a smell that is easily mistaken for the building's. If it is in the second group, the job changes character completely and it is worth being clear-eyed about that. Tell the owner in writing, plainly and without softening it: what you smelled, where it was strongest, what you saw, and on what date. Recommend a proper diagnosis by somebody qualified to give one - a waterproofing contractor, a plumber or a structural consultant, not a painter, because a painter's answer to a damp wall is paint and paint is not an answer. Establish who is responsible, because in an apartment an external wall, a terrace or a plumbing shaft is usually a society matter while the flat's interior is the owner's, and that difference sets the timeline. And accept the consequence for your campaign: a property with a live moisture problem is a property to be repaired or disclosed, not one to be presented harder. A cold damp patch behind a wardrobe on an external wall is a building matter for the owner to investigate and disclose, not a joinery one.
A buyer asked why the flat smells musty. What do I say?
Say what you actually know, in one plain sentence, and nothing you do not know. If the flat has been closed for six weeks and you have not yet had a chance to run the routine, that is a true and unembarrassing answer and most buyers of premium property have seen it a hundred times. If you have run the routine and the smell went away, say the property had been shut and has since been aired and cleaned. If you have found something and it is being investigated, say that it is being investigated and that you will share what comes back. What you must not do is invent an explanation - the drainage, the neighbours, the weather - because you do not know it to be true, because the buyer will very likely find out, and because in a referral business where your next three instructions come from people who have dealt with you before, being the broker whose explanations turn out to be wrong is an expensive reputation to acquire.
Can I just use a stronger fragrance for the ninety minutes of the viewing?
It is the worst available option and it fails in both directions.
