The assumption behind this question is that the best clubs have found a better fragrance. They have not. What they have is a set of unglamorous operational habits that remove the odour sources before the odour becomes air, and then a very quiet ambient layer over air that was already right. The fragrance is the last thing they do and the smallest part of the result, and any club that reverses that order ends up smelling of both.

Almost everything a member smells is stored in something soft
The reason a club that mops every day still smells is that the floor was never the source. Sweat leaving the skin is very nearly odourless; the smell develops on skin and, above all, in fabric, which means the map of your odour problem is a map of the soft materials in the building. Shirts, which walk out with their owners. Towels, which do not, and which are the largest single fabric mass most clubs handle. Bench pads and backrest cushions, where the covering is wiped but the foam underneath is not. Is there a fragrance that works better over sweat than others?
Not in the sense the question implies, and it is worth being direct about why. No fragrance works over sweat, because fragrance does not act on sweat at all - it adds a scent to the air and removes nothing from it. What differs between registers is character, not power over another smell. Dry, clean, green registers such as white tea with cedar, or cedarwood with vetiver and green leaves, tend to suit a gym because they sit well against the materials in the room and stay pleasant at very low levels, which is where a gym should be running anyway. Sweet or heavy registers need volume to read at all, and volume is precisely what a room full of people breathing hard does not want. Choose for character and for how it behaves quietly, never for coverage.
How do premium clubs stop the level drifting upwards over time?
By taking it out of human hands. Olfactory adaptation is not a lapse of attention, it is how the nose works: a constant background scent fades from awareness within minutes, and after a couple of weeks the staff genuinely cannot smell it. Someone then concludes the machine has stopped working, turns it up, and three weeks later does it again from a higher baseline. Should the changing rooms smell the same as reception?
The same register, at a different level, and only after the changing room's own problems are dealt with - because that is the hardest air in the building and the place where fragrance does the least.
