Dilution is a training and equipment matter more than a willingness matter - a housekeeper working from an unmarked bottle will use what looks right, and what looks right on a busy afternoon is more. Pre-diluted dispensing, marked measures and a spec sheet on the trolley change this faster than any conversation about care.
