The volume
An enclosed room is the one space that accumulates
Every other room in your office is being flushed constantly. The reception has a door onto the street that opens dozens of times a day. The open desk area connects to a corridor, a pantry and a washroom, and air moves through all of it. A meeting room with the door shut for two hours does none of that. Frequently asked questions

Should the meeting room smell stronger than the reception, since it is the important room?
It should be the weakest in the building, and the reasoning is physical rather than aesthetic. A reception is ventilated by its own front door opening dozens of times a day, so a given output is constantly being diluted. A meeting room with the door shut and a recirculating air-conditioner exchanges very little air for the length of the meeting, so the same output accumulates against people who cannot leave. Add to that the fact that the reception is experienced in passing while the meeting room is experienced sitting still for two hours, and the case is settled. Run the same register at a lower level, air the room between groups, and put your effort into the things that genuinely mark an important room - a table that is clear, chairs that are comfortable, a screen that works and water on the table.
