Those two spaces have almost nothing in common

The useful reframing here is that you have not discovered a fragrance problem. It is worth listing what actually separates them, because when you do, the fragrance turns out to be the fifth item rather than the first. Reception is, in almost every spa, the driest space in the building. It has the most air exchange, because the front door opens repeatedly and it is usually the space with the best mechanical ventilation. It has the largest volume. It has the most designed surfaces, chosen for how they look and feel. And it is the space that gets the most attention, so it is cleaned most thoroughly and most often. The steam surround is the opposite on every one of those counts. It is the wettest space, it has the least air exchange relative to what it has to clear, it is usually smaller and lower, its surfaces are hard and wet, and it receives the least design attention because it is thought of as a functional area. So take the five differences in order. The first is the medium. Humid air carries fragrance more slowly and clears it less readily than dry air, so the same consumable at the same setting produces a heavier, more persistent result there. Nothing has changed about the product; the air has changed, and air is half of what a person is experiencing when they experience a room. That alone would make the two spaces read differently even if everything else were equal. The second is that there is already a smell in the steam surround for the fragrance to meet. There is almost always something: floor drains, which are the classic source in any wet area and which will produce a smell whenever a trap dries out or a grating is not maintained; warm damp fabric, whether that is towels in use, towels waiting, or robes on hooks; wet stone and tile, which have a smell of their own when they never fully dry; the accumulated air of showers used all day; and the steam room interior itself, which develops its own character if it is not allowed to dry overnight. Fragrance combines with an existing smell rather than masking it. The combination is reliably worse than either alone, and it carries an extra message that the smell by itself does not: that somebody knew and chose to cover it. That is the sentence to keep in mind, because it explains why guests often describe a scented wet area as unpleasant in a way they cannot attribute, while an unscented one merely reads as a wet area. The third difference is ventilation, and this is usually the largest of the five in practice. Reception clears itself constantly. The steam surround frequently does not, because extraction is either undersized, switched off with the lights, or physically present but not actually running at a useful rate. What accumulates there accumulates all day: humidity, drain smell, fabric smell, and whatever fragrance you have installed. That is the mechanism behind the very common report that a spa reads clean at ten in the morning and close by four with nothing having been changed. It also explains why the problem is worse at the end of a busy day than a quiet one, which people often mistake for an equipment fault. The fourth difference is the surfaces. Stone, tile and grout in a permanently damp space hold moisture and whatever the moisture carries, and unlike a reception's timber, textile and glass they are never given a chance to dry out. Cleaning matters more here than anywhere else in the building, and the part that is most often skipped is drying rather than cleaning. The fifth difference, and the only one that is actually about fragrance, is the level. Both are wrong. A wet-adjacent space needs the lowest working level in the building, permanently rather than seasonally, because it is a humid room all year. And if it was raised in an attempt to cover something, it is now contributing to the problem rather than solving it. So the order of work is: extraction first, and specifically extraction that runs at a real rate and continues after the last use rather than switching off with the lights, since the hour after closing is when residual moisture either leaves the building or settles into it. Then containment, which means a wet-zone door that genuinely closes and is not propped, since that door decides whether you are running two climates or one. Then drains, traps and maintenance. Then drying: surfaces dried rather than left wet, the steam room dried overnight, wet fabric removed rather than left hanging. Then laundry timing, because damp towels in a bin are a process rather than a smell, and a bin emptied on a clock resolves more than anything you can install. Only then the fragrance level, brought down to the lowest in the building. And the register itself, changed last if at all.
