The process, in five steps, in this order
Quantity buyers almost always start in the wrong place. They begin with the product — usually the nicest thing they can see — and then work backwards to a total, which is how a list of fifty ends up either half-funded or half-abandoned in the second week. The order that works is the reverse: per-head figure, then quantity, then tiers, then scent, then the enquiry. Fragrance is the last decision, not the first, and that ordering is the single most useful thing on this page.
Step one, fix the per-head figure honestly. Not the total — the figure per person, because that is what determines which shelf you are shopping on and it does so absolutely.
