Three reasons, and the third one is not negotiable
This question comes up often enough that it deserves a direct page rather than a paragraph inside another one, and the answer is no for three separate reasons that would each be sufficient on their own. The first is consent, which is the same principle applied everywhere else on this site. A workshop floor is a workplace, occupied by technicians for eight, nine or ten hours a day. They did not select the fragrance, they have no say in its level, and they cannot go and sit somewhere else when it stops being pleasant. Any decorative flame at a service centre belongs in a customer area well away from the workshop, clear of curtains, paper and anything flammable, attended, and extinguished before the building is left. The third reason is the one that ends the discussion, and it is about masking. Technicians use their sense of smell as a diagnostic instrument, continuously and often without consciously thinking about it. A petrol smell where there should not be one means a fuel leak. A sweet smell means coolant. Burning oil, an overheating brake, a hot clutch, an electrical fault and a leaking battery all have characteristic smells, and in many cases the smell arrives before any warning light or gauge does. It is a genuine safety layer, both for the people working there and for the customers whose vehicles are being worked on. Introducing a strong deliberate fragrance into that environment degrades that layer. There is no version of the customer-experience argument that outweighs it, and it is worth noting that nobody outside the workshop would perceive the improvement anyway, since customers do not stand on the shop floor. So the honest recommendation is to spend the budget where it produces something. The workshop is improved by different means entirely - sealed waste oil, closed metal rag bins emptied daily, parts washers closed between jobs, serviced drain interceptors and correctly sized extraction that is actually switched on.
