There is no single answer, because you have five tolerances

The question cannot be answered as asked, and the reason is worth understanding, because it is also the reason most premium hotels are over-scented somewhere and under-scented somewhere else. A hotel is not one environment. It contains five genuinely different tolerances, defined by how long a guest stays in each space, what posture they are in, and whether they can leave. One setting applied across the property will be right in one of them and wrong in four. Take them in descending order, which is also the order a guest encounters them. Tolerance one is the lobby, and it is the highest in the building. A guest arriving is alert, upright, coming in from outside, and forming an impression in the first ten seconds before they have looked at anything. It is also the hardest space to hold: a porte-cochere or street door opening constantly, the strongest air handling in the property, often a double-height volume, and traffic that swings from empty at three in the afternoon to full at six. So the lobby carries the working level - the level everything else is measured against - and legible is the right word for it. Not noticeable, not impressive: legible. Tolerance two is the lounge, the bar and the club floor, and it is lower than most properties run it. The distinction is posture and duration: somebody sitting in a chair for an hour with a drink is in the same relationship to your air as a guest lying in a bedroom, not the same relationship as a guest crossing a hall. A level judged by standing at the entrance to a lounge for ten seconds will be too much for the person who has been in the corner since four o'clock. Set those spaces by sitting in them for ten minutes. Low lighting compounds it, because low light reduces visual input and the other channels take a larger share of attention, which is why the same setting reads more strongly in a dim bar than a bright lobby. Tolerance three is circulation - lift lobbies, corridors, stairs and landings - and it runs very low or, frequently, nothing at all. Two reasons. First, a corridor is a conduit rather than a destination; nobody stops in one, and the correct experience is a brief sense of continuity rather than a statement. Second, and more important, a hotel corridor is already carrying a great deal: every guest room delivers a parcel of its air into the corridor each time a door opens, housekeeping trolleys pass through, lift shafts move air vertically, and most corridors have no external wall, no openable window and no extraction of their own, so they clear almost nothing. Adding a working level to a space already receiving four other sources produces exactly the muddled effect guests describe without being able to name. Corridors are also the most over-served spaces in most hotels, for a behavioural reason: management walks them dozens of times a day, has adapted to the background within an hour of arriving, and keeps concluding something is missing - while a guest walks the same corridor once, unadapted, and receives everything at full weight. Tolerance four is the guest room, and it is the lowest in the building. This is where hotel practice should differ most sharply from every other commercial category, and it is worth stating firmly: a guest room is somebody's bedroom for three nights. They will work in it, eat in it, unpack in it and sleep in it, and unlike a customer in a shop they cannot leave when they have had enough. Anything a person cannot escape should be set well below the level you would choose for a space they pass through. In many properties the honest answer is nothing at all in the room, with the room's quality coming from ventilation, linen and housekeeping rather than from a register - and a scheme that includes knowing where to stop reads as more considered than one that runs everywhere. Where rooms are scented, they are set by lying on the bed for two minutes rather than judged from the doorway, because that is the position the guest will actually be in. Tolerance five is back-of-house, laundry, linen stores, kitchens and staff areas, and it is nothing. Two rules cut across all five. The first is that the sequence must descend. A guest crosses five or six thresholds between the porte-cochere and their bed, and a descending gradient reads as the building quietening as they go deeper into it - a coherent story and the right one. A flat level everywhere reads as automated. An ascending one, which happens when rooms are set enthusiastically and the lobby is left alone, is actively wrong. The second is that the register stays the same throughout and only the level varies, because a change of level at a threshold reads as the building quietening while a change of register reads as a fault. Now, how to know whether you have it right, since nobody inside the building can tell you. Everybody who works in a hotel adapts to a steady background within about an hour of arriving and stops perceiving it, and adaptation is asymmetric - a level never seems to have grown, only to have gone - so every correction anybody makes is upward, three times a day with three shifts. Your team will report that the lobby has faded; they will never report that it has grown. So the measurement has to come from outside: once a month, somebody who does not work in the building enters from the street at the busiest hour, reads the first few seconds of the lobby, rides the lift, and walks two different corridors on two different floors. That last part is where the information is, because a lobby is easy to keep right. The test is deniability: if that person could describe your fragrance accurately afterwards, it was too high; if they could only say the place felt clean and considered, it was right.
