The instinct is to draw the ladder against the price list: something modest for the standard units, something better for the penthouses, something serious for the villas. That ladder is about the buyer, and the buyer is the one thing you should not be tiering on. Draw it against the plan instead. The rule
Tier on the plan, never on the buyer
A possession gift is handed from a company to a household, and the moment a ladder is drawn against what somebody paid for their unit, the gift starts describing the household instead of the home. It is also unreliable in practice. Two units at the same price can have completely different plans, and the plan is what decides whether a fragrance gift does anything at all.

The honest part
What cannot go into a tier table at all
Occupancy, which is not a detail at possession. Keys are frequently handed over weeks before anybody moves in. A passive bottle works in an empty flat and quietly runs itself down there; a machine can be scheduled to start later, because run windows and chosen days are published. A candle does nothing without a person: it needs a flame and somebody to light it, which is simply what the format is, and no burn-hour figure is published for one.

The messages I find hardest to answer are the ones that begin with an apology. They have just finished building the house. I don't want to sound cheap, but I also can't buy them anything that matters at that scale. And underneath it is a real anxiety: that after years of drawings and delays and site visits, whatever you turn up with will look like a token.
What I would say is that the anxiety is aimed at the wrong thing. You are not competing with the house. Nobody is. The people who built it spent two years choosing between four shades of the same stone, and there is no object you can hand over that will register on that scale. Trying is how people end up buying a vase that gets moved to a spare room.
The reason I keep coming back to scent for these particular houses is unromantic. It is the last layer, and it is the only one nobody planned. An architect resolves the volume, a designer resolves the surfaces, a lighting consultant resolves the evening, and then everybody stops - because scent is not on anybody's drawing. So it is one of the few things left that adds to a finished house without arguing with a single decision already made in it.
The part I would be careful about is the number. Vaayu publishes a coverage figure, which almost nothing in home fragrance does, and I would rather you read it strictly than generously. About 2,000 to 3,000 sq ft, of air that is actually connected. A ground floor that opens living into dining into a stairwell is that.
