Mechanism two: masonry in contact with saturated soil wicks water upward by capillary action. If the damp-proof course is bridged or missing, it arrives inside.
Mechanism three: wind speed at street level is a fraction of what it is six floors up, so natural ventilation is far weaker.
2. Because the soil against your walls is wet for weeks. Masonry is porous, and porous material in contact with wet ground draws water upward by capillary action in exactly the way a wick does. Buildings are supposed to have a damp-proof course to interrupt that path, but it can be absent in older construction, and it is very commonly bridged — by a raised path, a flower bed, added paving, plaster carried down past it, or a rendered plinth. Once it is bridged, the wall above draws water continuously.
3. Because water is not draining away from the building. Look outside during heavy rain. If the ground slopes towards the building, if a downpipe discharges beside the wall rather than into a drain, if a gully is blocked with leaves, or if there is standing water against the plinth after a storm, you have found a cause that is both real and fixable. Ground-floor flats are also the first to suffer when a society's stormwater drains back up.
4. Because there is almost no wind down here. Wind speed at street level is a small fraction of what it is on the tenth floor, and a ground-floor flat is usually more surrounded — by a compound wall, parked cars, planting and the building next door. Natural cross-ventilation depends on a pressure difference between two sides of the home, and at ground level that difference is small. You get less air change from the same open windows, which means moisture and odour both linger longer.
5. And this is the block where fragrance least belongs. If a wall is drawing water out of the ground, that is a building fault with a health consequence, and scent is not an intervention of any kind — it is additive, it adds molecules and removes nothing, and it takes away the signal. Fix the drainage, clear the bridging, get the flat ventilating and dehumidifying, involve a specialist where the wall stays wet in dry weather. Then, and only then, a reed diffuser.

Three things that only happen at ground level
The first is thermal. Soil is an enormous heat store and it changes temperature far more slowly than air, so through a monsoon it sits several degrees below the daytime air temperature and stays there. Your floor slab is in contact with it, so your floor is the coldest large surface in the flat, and the bottom of your walls is nearly as cool. Warm, nearly saturated monsoon air moving over that surface reaches its dew point and deposits water. The same physics that fogs a glass of cold water is operating across your entire floor plate, quietly, for weeks. Condensation at floor level is why the smell is stronger when you kneel down, and why rugs and anything stored on the floor are the first casualties.
The second is capillary. A wall built of brick, block or stone with a cement render is a network of fine pores, and fine pores draw water upward against gravity. When the soil around the plinth is saturated for six weeks, the wall has a continuous supply. A damp-proof course is the horizontal barrier meant to cut that path, and the commonest problem in Indian buildings is not that it is missing but that it has been bridged — by a path laid later at a higher level, a flower bed built against the wall, a plaster coat carried down past it, or paving that traps water at the base. Rising damp shows as a tide line: a horizontal band a foot or two above the floor, with salts blooming out of the plaster and paint lifting. If you can see that, this is a specialist's job and not a cleaning one.
Telling condensation, ingress and rising damp apart

Water on the room side means condensation: the air is depositing moisture on a cold surface, and the answer is humidity control and warmth. Water on the underside, against the slab or plaster, means moisture is coming through the structure — ingress or rising damp — and that is a building matter. The vertical pattern is the key clue here. Damp that is worst at floor level, damp that forms a band a foot up the wall, and damp that is everywhere have three different causes and three different answers.

What you can fix yourself, and what needs a specialist
First, do the outside walk, because that is where the cheap fixes are. During heavy rain, look at the ground against your walls: standing water, a slope towards the building, a downpipe emptying beside the plinth, a blocked gully, a flower bed or path built up above the damp-proof course, weep holes rendered over. Every one of those is correctable for very little money and each of them can be the entire cause. If the building is a society, this is a society matter, and it is worth raising formally rather than solving your own flat around it.
Second, treat the inside as a condensation problem, because at least part of it always is. Reduce the moisture you are adding: no indoor drying, extractor on while cooking, bathroom door shut with the exhaust running for fifteen minutes after showers. Then remove it mechanically — a dehumidifier or the AC with the doors closed does far more here than opening a window, because at street level there is often not enough wind to ventilate anyway. When you do ventilate, help it: a fan in a window blowing outwards will pull air through a still flat that would otherwise exchange only 0.2–0.5 of its volume an hour. And lift everything porous off the slab.
Third, know where your limits are. A tide line with salts blooming out of the plaster, a wall that is still damp during a dry week, a patch that reappears every time it rains hard, or growth that keeps coming back after cleaning — these are structural and they need a damp specialist, not a routine. Mould is a health issue and persistent structural damp is a building fault. Get it looked at properly, especially if anyone in the flat has asthma or allergies. Fourth, once the building side is sound and the flat has been dry through a wet week, fragrance is worth adding. Ground-floor flats are the hardest case in this whole cluster, and they are the one where I most often tell people that the answer is not in my shop. If a wall is drawing water out of wet soil, nothing that smells nice is relevant to that, and the twenty minutes you spend outside in the rain looking at where the water goes is worth more than anything on my website.
The thing I would ask you not to do is get good at covering it. Fragrance is additive; it adds molecules and removes none, so a diffuser over rising damp gives you rising damp that smells of rose.
