Three departments, three obvious answers, and one physical fact that decides it: if the air is connected, you have one room. Averaging three registers into a compromise gives you none of them. The useful question is which single register can honestly carry all three.

Three tests, applied in this order, and the third one is where most mixed stores go wrong.

First, establish how many rooms you really have
Connected air is one room, whatever the floor plan calls it
Walk the store and ask a physical question rather than a merchandising one: can a customer move from the leather wall to the sneaker wall without passing a door or a genuine break in the air? If yes, that is one volume, and you get one register. A mezzanine reached by an open stair is usually still one volume. A separate upper floor with its own air conditioning is usually two. A stockroom behind a self-closing door is its own volume and should be treated as one - not as a place to put a second unit for the shop floor. Getting this right first saves the whole argument, because almost every mixed-store scenting failure I see began with somebody trying to assign different scents to areas that share air. When they meet in the middle you get neither, plus a strip of confusion where they overlap, and that strip is usually where the staff stand.
Tip: if you can hear conversation from the other department clearly, the air is almost certainly connected too.

Score the three candidates against all three departments rather than picking the one you like.
