Every footwear retailer thinks about this and almost nobody says it out loud. Customers remove their own shoes in your store, all day, because that is what the store is for. The instinct is to reach for something stronger. It is the one move that reliably makes the room harder to stand in.

Should I use strong fragrance to cover foot odour in a shoe store? No. A strong fragrance laid over a loaded room does not replace what is there; it sits alongside it, and your customers get both at once. Two smells are consistently worse than one, and the combination is more noticeable than either alone because a heavy scent draws attention to the air itself. It also loads your staff, who breathe it for nine hours rather than nine minutes. The honest work is source, cleaning and airflow: washable seat covers, a mid-day reset, trial-stock rotation and air that actually moves through the trying corner. Can a strong fragrance cover foot odour in a busy footwear store, and should it?
It cannot, and it should not, and I would rather lose the sale than write anything else here. Take the practical half first. A fragrance you add to a room does not remove what is already in that room - it is simply another set of molecules in the same air, and the person walking in gets the sum. Two smells are worse than one, and worse in a particular way: a heavy scent draws attention to the air, so instead of a room nobody comments on you have a room everybody notices, carrying both things at once. Turn it up further and the effect compounds, because you have raised the loudest thing in the space without touching the thing you were worried about. Your staff pay for that decision most; they breathe the level you chose for nine hours a day, not for the four minutes a customer spends trying a pair on. Now the half that matters more. First, the arithmetic of adding
You get the sum, not the replacement
The idea behind covering is that a big enough smell will take the place of a smaller one. Air does not work like that. Second, the staff are the ones who pay
Four minutes for a customer, nine hours for your team
Whenever an owner raises a level to deal with a busy afternoon, the people most affected are the ones already in the room. A customer meets the air for a few minutes; a member of staff meets it for a full shift, five or six days a week, standing right beside the trying seats where the level is highest. That is why I treat staff comfort as the ceiling on intensity rather than a nice-to-have: if the staff say it is too much, it is too much, and that judgement outranks whatever the plan said. It should also be switchable off in seconds, because occasionally somebody will ask - a customer or a colleague - and the right answer is to switch it off, not to explain the plan.

Third, put the money where it changes the room
Covers, a reset and moving air, in that order
The budget people set aside for something strong is usually enough to fix the actual thing several times over. Two sets of washable seat covers and a fixed laundry day. A fifteen-minute mid-day reset written down and given to a named person, so the load is cut in half rather than building from opening to close. A deeper trial rotation so the same few pairs are not worked continuously, and returned pairs left out to air. I get asked this more often than any other question in footwear, usually in a lowered voice. I want to answer it plainly, because the discomfort around it is doing more harm than the smell. Customers take their shoes off in shoe shops. That is what the shop is for. It happens in every good store in every city and it says nothing about the people who walk into yours.
