This is the one question in this family where the honest answer is a flat no, at least for now. Someone writes in describing a chemical smell that comes and goes in their office and asks which machine will deal with it. None of them will. Not because the machines are weak, but because fragrance and odour are not opposites — adding one does not subtract the other. What adding one does do is destroy the only instrument you currently have for finding the source, which is the noses of the people who work there.
Quick answers — read this first
Will a scent machine deal with a chemical smell in the office? No. Fragrance never removes, masks, neutralises or cancels an odour — the two simply coexist, and in a closed, air-conditioned office the result is usually worse than either alone. The smell has a source, the source has a pattern, and the pattern is findable.

What does installing fragrance early actually cost you? Your diagnostic. The pattern of when and where a smell appears is the evidence that names its source, and it only exists while people can still notice it. Put a strong register into that room and the reports stop — not because the smell stopped, but because nobody can separate the two any more.

Straight answer

Because the smell is information, and a fragrance source deletes it.

Start with the mechanism, because it is the part people get wrong. Fragrance and odour are not opposites. Adding one does not subtract the other. A scented room with an untraced smell in it is a room with two things in the air instead of one, and in a closed, air-conditioned Vadodara office in May that combination is usually less pleasant than what you started with. Two or three weeks of that fills a page, and a filled page almost always answers the question without anybody needing to be clever.

The ordinary answers are ordinary. In office buildings the recurring culprits are dull: a floor drain or a trap that has dried out in a rarely-used washroom and stops holding its seal; a cleaning store or chemical cupboard whose door does not close; new furniture, flooring adhesive or paint still off-gassing in a recently refitted room; a fresh-air intake positioned where it picks up whatever is happening outside it at certain hours; damp in a false ceiling after a monsoon week; a service riser or cable duct that connects floors and does not have its fire-stopping made good; or a door between the office and a service corridor that is propped open every afternoon. Each of those has a fix that is cheap, permanent and belongs to somebody in your building already.

And then there is the part that is not ours. It is that the smell is the most useful thing they currently have. Four columns on a sheet of paper — when, where, which way, what changed — will find a dried-out drain trap or a cupboard that does not latch in about a fortnight. A machine will find nothing, cost more, and quietly stop everyone reporting the problem, which is the part that actually worries me.

So: find it, deal with it, then call me.
