There is a cheap test for this and it takes two mornings. Almost nobody runs it, which is why so many rehabilitation clinics own a diffuser that was bought to solve something a diffuser cannot touch.
Quick answers — read this first
How do I tell an odour-control problem from an ambient-scenting one? Ask two questions. Does the room clear overnight with nobody doing anything to it? And is the smell stronger with your face close to a surface than standing in the middle of the floor? If it clears overnight, you have an air-change problem. If it is worse near a surface, that surface is the source. Either answer means you have an odour-control question, and no ambient product will address it. Only a room that clears and is even throughout is a candidate for scenting at all.

How do I run the overnight test properly? Arrive first, before staff, before cleaning, before the air conditioning is switched on, and walk in with a cold nose - meaning you have not already been in the building for twenty minutes. Note the room in the first ten seconds, because after that you have adapted and you are no longer a reliable instrument. Do it twice on separate days. A room that is genuinely neutral at that moment has enough air movement to empty, and everything you dislike is happening during the day.

What if the room fails both tests? Then you have something embedded and it is a building conversation rather than a purchase. A room that does not clear overnight and is worse near a particular surface usually resolves to damp, a trap that has dried out, foam inside a fixed bench, or a cupboard nobody opens. That is a landlord, facilities or replacement question. We would not sell you a machine for it, and a machine would not help if we did.

Two questions, run before you look at a single product. Question one: does the room clear overnight? Arrive before anyone else, before the cleaning, before the air conditioning goes on, and walk in with a cold nose - which means you have not already been in the building for twenty minutes, because after that your own nose has adapted and stopped being useful. Judge the room in the first ten seconds and write down what you found. Do it on two separate mornings, because one bad night of weather is not a pattern. If the room is genuinely neutral at that moment, it has enough air movement to empty eventually, and everything you dislike is being generated and held during the working day. That is an air-change and scheduling problem. Question two: is it worse near a surface? Get your face close to individual things - a mat, a bolster, a strap, a bench cover, the foam under a vinyl skin, the inside of the storage cupboard - and compare each one against standing upright in the middle of the floor. If any surface is clearly stronger than the room, that surface is the source, and you have a laundry, wipe-down, storage or replacement problem. Both of those are odour-control problems, and here is the part that matters: no ambient product addresses either of them. Running the two tests properly

Both tests are free and both are easy to run badly. The three notes below are the difference between a result you can act on and a morning wasted.

Test one
The overnight check, and the cold nose that makes it valid
Your nose adapts to a room within a couple of minutes of being in it, which is why the person who runs the clinic is usually the last person able to judge how it smells. That adaptation is also why this test has strict conditions: arrive first, before the cleaning and before the air conditioning is switched on, and record your impression within ten seconds of stepping in. If you have already walked through reception, made tea and answered a message, you have adapted and the result is worthless. Run it on two separate mornings. A room that reads clean and neutral in those first seconds is telling you it can empty itself given fourteen unoccupied hours, which is a very useful thing to know.
Tip: If you cannot trust yourself to be cold-nosed, ask someone who does not work in the building to do it. A courier, a friend, anyone who walks in once.

Test two
The surface check, and what near-versus-middle tells you
Stand in the centre of the floor and note the room. Then go close to each candidate in turn: a mat, a bolster, a resistance strap, a bench or plinth cover, the foam edge where a vinyl skin has split, the inside of the storage cupboard, the laundry bin, and the return grille of the air conditioner. You are not looking for something unpleasant, you are looking for something stronger than the room. A surface that is stronger than the room is a source, full stop, and it does not matter how clean it looks - cleaning changes what a surface smells of rather than undoing what has gone into the material beneath. Do this test before the day starts too, for the same reason as the first one.

Frequently asked questions

What counts as a cold nose, and why does it matter so much?
It means judging the room within about ten seconds of walking in from outside, before your own sense has adapted to it. Adaptation happens in a couple of minutes, which is why the person who works in a building all day is the least reliable judge of how it smells. If you have already been inside for twenty minutes, come back tomorrow.
Should I run the tests with the diffuser switched off?
Yes, and switched off the night before rather than that morning. A source that has been running overnight fills the room you are trying to assess and will give you a clean-looking result for the wrong reason. Turn everything off, let the building sit, and test it empty.
What if different people get different answers?
That is useful rather than a problem. Ask each of them where they were standing and how long they had been in the building. Disagreements usually resolve to one person being cold-nosed and one adapted, or to one having been near a surface and the other in the middle - which is test two answering itself.
My room clears overnight but is heavy by five. Which problem is that?
An air-change problem during occupancy. The room can empty given fourteen quiet hours and cannot keep up during ten busy ones. The fix is a genuine reset in the middle of the afternoon rather than at closing, and it is free. Adding fragrance to that curve makes both halves of it louder.
If the tests pass, does the rehab floor finally get a diffuser?
No. A clean diagnosis tells you the building is behaving, not that the working floor has become scentable. An active room still has moving air and a rising occupancy load, so a dose there still will not hold. The scenting decision a clean result unlocks belongs to reception.
