The register should be identical across the group because that is what consistency means. The equipment should differ at every single branch, because the rooms do.

Third, the branch that is not ready

Every group has one branch where the waiting area is stuffy by noon, the extract fan has not run in two years, the mop store is damp, or a rarely used toilet has a dried floor trap that goes sour in the afternoons. That branch should be left out of the rollout entirely until the building is dealt with. Fragrance added there will produce a room that smells of two things and it is the branch most likely to generate a complaint, which then gets blamed on the programme rather than on the fan. I would rather deliver reeds to three branches and nothing to the fourth, and return to it when the extract is running and the store is dry.

Groups come to me wanting a single answer they can send to four branch managers, and the single answer I can give them is the register. That genuinely should not vary, and I would use it even at the branch the group is least proud of, because that is where consistency is actually tested. What cannot be standardised is the equipment, and every time a group has insisted on identical units for unequal rooms, they have spent the first quarter turning some of them down.

The part I feel strongest about is the branch that is not ready. There is almost always one: the stuffy waiting room, the extract fan nobody has switched on since it was installed, the mop store that never dries, the corner toilet whose trap dried out in the hot months. Sending that branch a register makes it the most likely source of a complaint in the whole network, and the complaint then lands on the programme instead of on the fan. Leave it out and come back later.
