A ten-times range of branch sizes sounds like a standardisation problem and it is really a units problem. Write the standard in the wrong unit and every branch will be wrong in a different direction; write it in cubic metres and the same sentence covers all twelve.

What exactly should be identical across the twelve branches? Two things, and they are the two a customer actually meets: the fragrance and the zero list. One scent across the estate, and the same written list of rooms that never get a source - collection, processing, bench, scan and control rooms, changing cubicles, and anywhere somebody is undressed, cannulated or enclosed with equipment. Both of those scale for nothing. What should not be identical is the hardware, because a 400 sq ft collection centre and a 4,000 sq ft hub are not the same volume of air and no single machine setting fits both.
How do I write a standard that covers a ten-times size range? In cubic metres per source and hours per day. Every branch converts its own public floor area with the same sum - square feet multiplied by ceiling height in metres multiplied by 0.0929 - after subtracting the rooms on the zero list. The standard then reads: one source per volume band, run these hours, at this level, with this named owner. A standard written in units per branch will be wrong wherever the ceiling differs, and across twelve branches the ceilings always differ.
What does that look like across your four bands? A 400 sq ft collection centre with about 300 sq ft of public floor at 2.9 metres is roughly 81 cubic metres, which is one Morning Freshness reed at ₹749. How do twelve branches from 400 to 4,000 sq ft share one signature scent?

One
Measure twelve ceilings, then write one sentence
The conversion is trivial and the measuring is the work. Square feet multiplied by ceiling height in metres multiplied by 0.0929 gives cubic metres, and every branch does its own sum on its own public floor after the zero list comes off. Then one sentence covers the estate: below about 120 cubic metres a bottle; between about 120 and 400, a bottle or a small ultrasonic depending on door traffic; above about 400, a machine with run windows. Notice that the sentence never mentions square feet, which is exactly the point. Two of your branches will surprise you - a small floor plate under a four-metre ceiling can hold more air than a larger one under a low false ceiling, and a standard written in area would have sent the wrong product to both.
Tip: Record the finished ceiling height, measured over the seating rather than at the door, in the branch file. It only has to be done once.
Coverage figures for the Vaayu are quoted in cubic metres for this reason, and the branch table should quote them the same way.
The two things that travel between branches for free
A visitor in your smallest collection centre and a visitor in your largest hub are not comparing hardware; they cannot see it and would not know what they were looking at. What they can meet is the fragrance and the boundary. So standardise those. One scent across all twelve, chosen so that it works at a low level in a small quiet room and at a fuller one in a large busy hall - which in practice means something dry, clean and cool rather than anything sweet or gourmand, since a morning branch is full of people who have been fasting and that is a matter of courtesy. And one zero list, identical everywhere, so that a customer who uses two of your branches meets the same boundary in both. Neither of those has a per-branch cost, and between them they are most of what an estate standard is worth.
Tip: Print the zero list on the same sheet as the fragrance name. They belong together and they travel together.
Where a Vaayu is deployed, the key-lock is what keeps a branch on the estate level rather than on its own.
It gets proposed in almost every chain conversation I have, usually with the reasonable argument that identical equipment is easier to buy, easier to train on and easier to audit. Three problems. The first is that a machine in a 300 sq ft collection centre is running at the bottom of its range permanently, which is a worse result than a bottle and roughly sixteen times the price. The second is that specifying one unit for twelve branches means the spec is chosen against the middle of the estate and fits neither end. The third is the audit argument in reverse: what you actually want to audit is whether the air in each branch reads the same, and identical hardware in different volumes guarantees that it does not. Buy the outcome, not the fleet.
Tip: If somebody argues for uniform hardware, ask what a customer would notice. That usually settles it in a sentence.

The first mixed estate I helped size had eight branches and I made the mistake of writing the standard in square feet, because that is the number everybody already had. Two branches came back within a month saying it was far too much, and both of them turned out to have four-metre ceilings under an old commercial floor. We remeasured everything in cubic metres and the complaints stopped.
