There is a specific failure that happens in almost every commercially scented space and it is entirely about human perception rather than equipment. Everybody with the authority to adjust the fragrance - the centre manager, the service advisors, the receptionist - is adapted by mid-morning, every single day. So when somebody says the lounge does not smell of anything, that statement contains no information about the lounge. It is a statement about how long they have been standing in it. The customer who walked in ninety seconds ago is in a completely different perceptual state, and their experience is the one that matters. The predictable sequence follows. Around eleven, somebody notices they cannot smell it and turns it up. The level rises. Arriving customers, whose noses work, encounter something considerably stronger than intended, and a proportion of them find it unpleasant, but they say nothing because complaining about a smell in a waiting room is not something people do. Nobody on site perceives any of this, so the setting stays high and drifts higher over the following weeks. Removing daily human judgment from the loop is therefore the first measure, and it is a specification decision. A timer-controlled machine set once, running a defined profile across service hours, holds a level far better than anything adjusted by feel. Write it in the same place every day. A week of those entries tells you more than any amount of discussion among people who work there, and two adjustments a month based on that record will hold a lounge steadier than daily fiddling ever will.
