Most footwear stores run these two jobs out of one budget line and one dial, which is why the dial keeps going up. They are not the same job. One is housekeeping and has a finish line; the other is identity and never ends. Separating them is the whole exercise.

First, two budget lines
If they share a line, the smaller job eats the bigger one
Write housekeeping and identity as separate lines in the store's operating budget, with separate numbers and separate approvals. Housekeeping is the larger of the two and is mostly recurring: laundry for two sets of seat covers, a cleaning contract that covers the soft floor properly and the stockroom at all, bin frequency, and whatever the extract costs to run through trading hours instead of after them. Identity is smaller and much more occasional: a reed for most single stores, replaced when it is finished, or a machine on a genuinely large floor. When the two share one line, the recurring job quietly loses to the visible one, and the store ends up with a strong signature and an unresolved stockroom. Separating the lines also makes the conversation with a landlord or a facilities contractor easier, because ventilation and extraction are their column and not yours.

Judge identity on a full store, at six on a Saturday, walking in from the street with the door opening behind you. That is the moment a level is either right or too high, and it is a completely different question from whether the room is clean.
