That is a distinction a note list can actually answer, as long as you know how to read one, which takes about a minute and then works on every bottle you ever pick up.

Treat the first two notes as the title
A listing is a billing order, and the top of the bill is what the perfume is about
Nobody publishes percentages, so the order is the only clue you are given - and it is a good one, because it is written by the people who made the thing. The first two names are the subject. They are what the perfumer built the composition around and what they expect you to recognise. Notes three, four and five are support: they round the subject, add contrast, and keep it on your skin for the afternoon. This is why Ameeri, which opens its list with Taif rose, is a rose and always will be, and why Adaa, which opens with bergamot and green cardamom, is a citrus and spice composition that happens to have a flower in the middle of it.

Count the florals, not just the roses
Neroli is orange blossom, so a list can be floral in more places than you were looking
This is where I could quietly help myself and will not. Adaa's note list has no rose in it, which is what you asked about. It does have jasmine sambac in the heart, fourth of five, supporting. And it has neroli in third position, which is a distillate of bitter orange blossom and therefore a floral note as well, even though it reads bright and slightly green rather than lush. If your rule is no rose, Adaa passes cleanly. If your rule is one flower at most, it is a near thing. If your rule is no flowers, Adaa does not pass and I am telling you so before you spend ₹379 rather than after.

That is not inconsistency.
