These two phrases get used as if they meant the same thing, and the confusion costs people money. They describe different mechanisms with different outputs, and once the difference is clear the whole category stops being confusing. It comes down to one word: whether the machine releases a dose or a rate.

A metering valve exists to deliver a fixed quantity. That is what makes an aerosol reliable and cheap, and it is also why the only variable left to the machine is frequency. A diffuser has no metering valve and no fixed quantity: it atomises oil for as long as it is switched on, so the natural variable is how much per minute. Once you see the category through this lens, the confusing product descriptions resolve themselves. Anything holding a canister produces peaks. Anything holding a bottle of neat oil and a pump produces a level.

A last note on vocabulary, because the market is careless with it. The first is about who presses the button. The second is about what shape the fragrance makes once it is in the room. People buy the first believing they are getting the second, and then wonder why the house still smells sprayed.
The physical difference is simple. A canister has a metering valve, so it can only ever release a fixed dose, and the machine's cleverness is limited to deciding when. A diffuser has a pump and a bottle of neat oil, so it releases continuously and the setting is how fast.
