A conditional rule requires a judgement, every time, from whoever happens to be on the floor - often while they are also setting up an event. The version of this question I like best comes from people who have already decided to switch the machine off during demonstrations and are now wondering whether that is enough. It is not, and the reason has very little to do with cooking. It is about what sort of room a demonstration kitchen is. Everywhere else in an experience centre you are designing the air deliberately, the way you design the lighting. In that one room you are staging something real, or on most days you are staging nothing at all, and both of those are better than a background somebody chose in an office.

The other half of my answer is completely unromantic. Conditional rules do not survive real businesses. If the kitchen is unscented only when the hob is on, then somebody has to make a judgement every single time, usually while doing three other things, and sooner or later a reed appears on the counter because the room felt bare to a member of staff who was trying to help. So write it on the drawing, put it in the opening checklist, and mention it in the induction. Unscented means no machine, no reed, no spray, no plug-in, no candle and nothing from anybody's own drawer - a zero rather than a small number, because a small number always drifts upward.
