Clean and dry the source first
I have to start here, because skipping it is where most people go wrong. Wet dog smell is caused by the natural microbes on a dog's coat doing their thing when the fur is damp, plus whatever soaked into the fabric your dog sat on. None of that is in the air you are spraying - it is in the coat, the bedding and the seat upholstery. A fragrance laid over the top of a wet, smelly seat just gives you a wet, smelly seat that also smells of perfume.
The clean-first checklist
Before any spray touches the air: towel-dry your dog at the door so a damp coat does not transfer; remove and machine-wash the car blanket, seat cover or boot liner; vacuum the hair out of seams and mats; wipe the seats with an upholstery-safe cleaner; and air the cabin out - doors open, fan running - until it is properly dry.
