So can the same attar smell different in summer and winter?
Yes, for three reasons - none of which is the bottle changing. Mechanism one: release rate
Warm skin drives volatile molecules off quickly; cold skin holds them. In summer you get a loud opening and a fast arc; in winter a quiet one that keeps going. Same molecules, different speed - and that alone changes the impression enormously.

Heat compresses the sequence - you pass through the top and heart quickly and spend hours in the base. Cold stretches it - each stage gets room to be noticed. This is why a composition can seem simple in May and complex in January when nothing about it has changed.
Summer skin is oilier and warmer, which amplifies and holds an oil attar well. Winter skin is dry and often cracked, which holds it poorly. This is the mechanism you can actually control - an unscented moisturiser before applying in winter changes the wear measurably.
