Mumbai's monsoon has a specific test that no other city applies quite so ruthlessly: a packed local at 9am with the windows open and everyone damp. Whatever you are wearing has to survive that without becoming everyone's problem. That is what decides the best attar for a Mumbai monsoon.

What "good in monsoon" should mean
A good monsoon attar is one that humid air does not exaggerate. Wet, still air holds fragrance near the skin and carries it further than you intend, so the right choice is a clean, dry structure worn at a small dose - not something sweet worn generously.

Criterion one
Humidity slows evaporation - your scent lingers
This is the mechanism behind almost every monsoon fragrance complaint. Moist air holds molecules near the skin instead of carrying them off, so a scent that was perfectly judged in dry weather now lasts longer, projects further and stays in a room after you have left it. Nothing is wrong with the bottle - the air has changed.

Sweetness becomes cloying, not syrupy
In dry heat a sweet composition collapses into syrup. In humidity it does something more socially awkward: it hangs. Vanilla, tonka and heavy amber sit in still, wet air around you and become difficult for other people to escape - which is why I would keep those bottles for evenings in the rains rather than for a packed train.
The single most effective monsoon adjustment costs nothing. If two dabs is your winter habit, wear one through the rains. Humidity is already doing the amplification for you, and one dab of an oil attar in wet air projects about as far as two in dry air.

Criterion four
Damp clothing holds oil far longer than skin does
This is the Mumbai-specific mistake. If you apply where a wet collar or damp sleeve will sit, the fabric absorbs the oil and keeps releasing it long after you would have wanted it gone - and unlike skin, it does not fade. Apply to genuinely dry skin at the base of the throat, and pat the spot first if you have just come in from the rain.
