In an office, a designer and a client - usually a facilities or workplace lead - make a decision that hundreds of people then experience for nine hours a day, five days a week, and almost none of those people can move desk, open a window, or switch anything off. That is the largest concentration of people with no exit in any project type, and it should be the governing constraint rather than an afterthought. Two consequences follow immediately.
