2. Yes, usually, in the washroom. There is no coffee aroma in that room to protect, and it's the place a café most often loses a customer's impression if left unattended.
3. Sometimes, in a genuinely separated entrance — only where a real air boundary exists. A second door, a lobby or a distinct air volume is what makes this a fair zone; the front edge of the dining room is not.
4. Retail or merchandise areas selling packaged goods are the other legitimate yes. Beans, equipment and packaged goods don't compete with a served product the way scent competes with a cup of coffee.
5. An open or semi-open café may not have anywhere fragrance can go at all. Air that changes too fast to hold a level makes the honest answer none, throughout, regardless of intent.

Why the answer depends entirely on which room you're asking about
Coffee aroma is a complex mixture of volatile compounds the customer came specifically to experience. An added fragrance introduced into that same air doesn't sit beside it — it arrives at the same receptors at the same time, and the customer reports the combination, not either smell cleanly.
A washroom has no such aroma to protect. There is nothing competing with an added fragrance there, so it does exactly the job it's designed for, unopposed by anything else in the room.
A genuinely separated entrance behaves the same way — functionally its own small room, with its own air, provided the boundary is real. No coffee aroma has to be defended there either.
