Below the level at which anybody notices, and there is a way to find it

There is no number for this, because the setting that produces the right result differs with room size, air movement, humidity, what the linen is washed in and what else is happening in the building. What there is instead is a target and a method, and the method is the part almost nobody uses. The target first: the level is right when somebody lying on the bed would not be thinking about it after five minutes. That is a deliberately low bar, and it is the correct one, because in a treatment room being noticed is the failure state. A guest lying still with their eyes closed has very little to attend to - the therapist's hands, the sounds of the building, and the air. Anything the air does is one of a small number of available events, which is why a register that would be entirely unremarkable in a reception becomes a subject in a treatment room. Now the method, and it has three parts. First, judge it from the bed rather than from the doorway. Every other room in your spa is assessed by walking in, which is right, because that is what a guest does. A treatment room is not experienced that way. The guest is horizontal, at bed height, for an hour, and for much of a massage they are face-down with their nose in a cradle centimetres from the linen. A room reads very differently in that position from how it reads standing two metres away, and the difference is not small - air is more static at bed height, the linen is right there, and whatever is nearest the head of the bed dominates. So lie on the bed. Spend a full minute in the face-cradle position specifically, because that is where the guest spends most of the treatment and it is the position in which an over-set room is most obvious. Then get up, wait, and ask yourself honestly whether you were still aware of it towards the end. Second, use a nose that has not been in the building. Everybody who works in a spa adapts to a steady background within about an hour of arriving and stops perceiving it entirely - which is why your therapists will sincerely tell you a room is fine, or that the fragrance has stopped working, and neither report is reliable. The person to do this test is somebody from outside: a friend, a supplier, a manager from another site. Do it at the busiest hour rather than at opening, because the building is warmer and damper in the afternoon and every register reads heavier then. Third, and this is the part specific to your trade, check it again during an actual treatment. The room during a treatment is not the room between treatments: the therapist's oils are in the air at close range, warmed by hands and skin, and they are what should be legible in that room, because they are part of what the guest is paying for and they are the therapist's professional choice. The ambient register has to be low enough to leave those materials the room. If, during a treatment, you can detect the ambient register as a separate thing competing with the oils, it is too high - not because ambient fragrance is bad, but because in that hour it is not the point. The door is closed for the whole treatment, which means no exchange. And your therapist is in that room all day, every working day, unable to step outside mid-treatment - the longest exposure of anybody in your building and the least escapable. They should be able to say the level is too high, or turn it off entirely, without having to justify it, and they should have a physical switch rather than an app-only control, because a control that needs somebody else's phone is not a control. On running, three rules matter more here than anywhere. Continuous rather than intermittent, because a burst produces a swing between too much and nothing, and during a treatment a swing is precisely the kind of event a guest lying still will notice. Never switched on shortly before a guest is shown in, because a room prepared minutes earlier smells of having been prepared. And aired between treatments - a room on its fifth treatment of the day smells like its fifth treatment of the day, and ten minutes with the door open and extraction running does more for it than any product decision.
